Job Description

The Strengthening Infectious Disease Detection Systems (STRIDES) activity in Vietnam is seeking a Monitoring, Evaluation, and Learning (MEL) Officer to support country-level implementation of STRIDES indicators by supporting the management of data collection, supporting country reporting, and contributing to learning and management of STRIDES implementation in country. They will train program staff to ensure that performance indicators and data related to outcomes, achievements, and impact are properly prepared and collected in targeted geographic areas and sectors and will provide basic technical support and guidance to staff and partners in the country office, draft technical portions of proposals and project design, based on the design and direction set by technical leadership, implement and monitor technical strengthening initiatives. The MEL Officer will develop adoption and/or training strategies, design and conduct training or adoption activities for a specific technical area and may create scientific or technical material in the area of expertise and evaluate programmatic effectiveness and provide technical assessment reports. They will provide administrative support on core project operations (e.g., updating manuals, assisting with activity implementation, and budget and activity tracking).

Accountabilities:

Technical Requirements:

  • Assists in providing technical support in the development and dissemination of tools, materials, reports, papers, and intervention for projects.

  • Supports tracking STRIDES Vietnam indicators at the country level and supports the development of reports to inform STRIDES teams and leadership

  • Provides quality control and quality assurance support.

  • Conducts searches of published literature, mobile software sites, blogs, on evolving issues.

  • Contribute to development and sharing of lessons, knowledge, innovations, and best practices.

  • Provides support to work planning and workplan preparation and finalization.

  • Performs other duties as assigned by the supervisor.

Project Design Implementation:

  • Supports implementation of the AMELP at the country level

  • Contributes to the documentation of lessons learned and supports knowledge sharing in country and across STRIDES Vietnam

  • Monitors MEL-related deliverables and reports to supervisors.

  • Supports MEL-focused project activities and sub activities and assists with project implementation.

  • Works closely with team members to ensure activities are implemented according to standard operating procedures (SOP’s).

  • Monitors and maintains protocols, instruments, data sets, manuals, training materials and reports.

Operations Management (Finance, HR, etc.):

  • Responds to requests and inquiries from internal and external staff.

  • Provides administrative and logistic support to technical team, training, events, meetings, and other activities.

  • Supports tracking of MEL activities to ensure they are on track with work plans, with technical expertise informing project implementation.

  • Supports creation of technical content (e.g., reports, presentations, manuscripts) related to MEL work in country

  • Responds to MEL-related requests and inquiries from internal and external staff.

  • Provides administrative and logistic support to technical team, training, events, meetings, and other activities.

Project/Program Reporting:

  • Supports preparation of quarterly and annual reports, and other documents.

  • Contributes to technical reports and documents.

  • Gathers information, data and statistics needed to provide evidence to reports, presentations, papers, and other documentation produced.

  • Assists with technical troubleshooting, guide data analysis and application of data.

  • Participates in data review and support data use for decision making.

  • Ensures the documentation and reporting of appropriate services rendered to clients is done in the relevant service registers.

  • Assists with compiling technical content (e.g., reports, presentations, manuscripts).

Quality Assurance:

  • Supports data quality assurance activities, including validation, verification, and monitoring of country-level MEL data

  • Develops in-depth knowledge of quality standards through formalized system that documents processes, procedures, and responsibilities for achieving quality policies and objectives.

  • Coordinates and directs MEL activities to meet client and regulatory requirements.

Applied Knowledge & Skills:

  • Proficiency with database management software and on-line search tools required.

  • Knowledge of MEL concepts, practices, and procedures for country level monitoring

  • Broad knowledge of MEL quality standards

  • Proficiency with database management software and data visualization tools such as Excel, Tableau, Power BI, etc.

  • Development of scope of work and deliverables for partners, consultants, etc.

  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

  • Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.

  • Basic working knowledge of concepts, practices, and procedures with providing technical support for technical research studies.

  • Data visualization skills

  • Excellent oral and written communication skills.

  • Excellent organizational and analytical skills.

  • Demonstrated proficiency with using Microsoft Office Suite required.

  • Ability to analyze and interpret data, identify errors, and prepare reports.

  • Ability to solve problems and implement corrective action as needed.

  • Must be able to read, write, and speak fluent English.

Supervision Given/Received:

  • Has no supervisory responsibility.

  • Receives general instructions on routine work, detailed instructions on new assignments or projects.

  • Reports to STRIDES Vietnam Project Director.

Education: ** **

  • Bachelor's Degree or its International equivalent in in, Public Health, Data Science or related field.

Experience: ** **

  • Typically requires 2+ years of relevant experience managing data collection, monitoring, evaluation, capacity strengthening in the country, and technical assistance experience.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private company.

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

Ability to travel domestically up to 25%
