Job Description

SNV Vietnam’s Transforming the Rice Value Chain for Climate Resilient and Sustainable Development (TRVC) is a pioneering initiative and flagship project for SNV in the region. TRVC works with the private sector to introduce low-emission and climate resilient rice practices into the Mekong Delta. The project is amongst the first of its kind in Vietnam to mobilize pay-for-results as catalytic to incentivize private sector to scale low-emission and sustainable rice farming with smallholders’ farmers; and the international verification (MRV) system with a view to registration on the voluntary carbon market.

We are seeking an experienced, dynamic and capable Deputy Team Leader to support the implementation of the exciting flagship TRVC that runs until 2027. We are looking for an individual with excellent project management and team leadership experience, and a keen interest in carbon markets, working with private sector, and a commitment to promoting gender and social inclusion.

Program Summary

In the Mekong Delta of Vietnam, SNV Vietnam is implementing the project “Transforming the Rice Value Chain for Climate Resilient and Sustainable Development“ (TRVC) in An Giang, Dong Thap, and Kien Giang provinces. This exciting and innovative project aims to use a results-based financing mechanism to incentivize private enterprises in the rice value chain (RVC) to invest in scaling sustainable rice production among smallholder farmers (SHFs) and marketing domestically and internationally in the most rice intensive production provinces over five years (2022 2027). It is built on three core strategic objectives, namely:

  1. improving climate resilience,
  2. optimizing rice value chain linkages, and
  3. developing carbon markets.

Job Purpose

The MEL Assistant is a member of the MEL team and supports the Team Leader and MEL Advisor in the implementation of monitoring, evaluation, and learning (MEL) activities for the TRVC project. The position contributes to routine data collection, data management, field monitoring, documentation, and administrative support to ensure accurate, timely, and well-organized MEL information. Through this support, the role helps strengthen project tracking, reporting, and learning processes in line with the TRVC Work Plan and donor requirements.

Monitoring and Evaluation (MEL) is crucial for the high-quality implementation of projects and the development and evidence of our approaches. MEL facilitates data-driven decision-making by showing whether results are coming about as expected, and whether adjustments to project strategies, assumptions, and our approaches are needed. TRVC’s MEL approach is based on a set of quality criteria that support teams to use MEL throughout the project life cycle, from design to closure, to test project strategies, inform potential adjustments and learn what impact the project is having. In practice, MEL means constant analysis, reflection, and improvement of our work – enabling successful tailoring of approaches to local problems and contexts and full transparency for our donors and partners. TRVC already designed a full set of Program logics, MEL and Result Framework for its 5-year implementation.

Under the leadership of the Team Leader; and in collaboration with the Project’s MEL Advisor and MEL Officers, the MEL Assistant will be responsible for the following activities:

1. Monitoring & data management support

  • Support routine data collection and monitoring activities using agreed MEL tools and frameworks.
  • Support periodic field monitoring visits, including notetaking, attendance tracking, and documentation.
  • Assist with data entry, data cleaning, and updating.
  • Support simple data quality checks and data audits as instructed.
  • Help update project tracking records on results, milestones, and deliverables in line with the TRVC Work Plan.

2. Documentation & reporting support

  • Prepare meeting minutes and support documentation of MEL meetings and learning sessions.
  • Maintain and organize the MEL filing system (electronic and hard copies).

3. Administrative & other support

  • Provide logistical and administrative support for MEL activities.
  • Support translation of project and MEL documents when required.
  • Perform other MEL-related tasks assigned by the MEL Advisor and Team Leader.

Qualifications

  • Vietnamese
  • Bachelor’s degree in a relevant field such as Development, Sociology, Economic or related field.
  • Minimum of 1-2 years’ experience in development sector (NGOs, CSOs).
  • Ability to work effectively in a team and with diverse stakeholders.
  • Basic understanding or interest in monitoring, data management, or development work.
  • Proficiency in Microsoft Office, especially Excel, Google Sheets and other data visualisation platforms
  • Good written and spoken English and Vietnamese
