Monitoring, Evaluation, and Learning (MEL) Advisor

Location: Namibia
Level: Mid level
Reports to: Country Director

The Monitoring, Evaluation and Learning (MEL) Advisor will provide technical leadership in monitoring, evaluation, data quality assurance, analytics, and evidence use to strengthen health system performance and inform strategic decision-making at national, regional, district, and facility levels. The Advisor will work closely with the Ministry of Health, implementing partners, and key stakeholders to enhance data quality, promote a culture of data use, and support the effective utilization of health information systems and digital health platforms. The role will ensure that monitoring and reporting processes meet organizational, Ministry of Health, and United States Government (USG) standards and requirements.

Key Responsibilities:
-Lead the monitoring, evaluation, learning, and reporting functions of the project, ensuring timely tracking and reporting of project indicators, milestones, deliverables, and results in accordance with organizational and USG requirements.
-Design, develop, and implement monitoring and evaluation frameworks, performance measurement plans, indicator reference sheets, and data collection tools to support program monitoring and performance management.
-Develop and institutionalize data quality assurance and data use guidelines, standard operating procedures (SOPs), and best practices for national and sub-national program reviews.
-Develop and maintain interactive dashboards, templates, and visualization products using health information systems and digital health platforms to support routine performance monitoring and decision-making.
-Lead capacity-building initiatives through the design and delivery of training, mentorship, and coaching on monitoring and evaluation, data quality, data analytics, data visualization, and evidence-based decision-making.
-Support the design, testing, implementation, and optimization of dashboards and digital analytics tools, including end-user usability assessments and incorporation of stakeholder feedback.
-Produce high-quality technical reports, presentations, success stories, learning briefs, and other knowledge products that communicate program achievements, lessons learned, and evidence for action.
-Develop and monitor key performance indicators (KPIs) for digital health and health information system interventions, ensuring alignment with national strategies and donor priorities.
-Collaborate with government counterparts, project staff, and partners to strengthen institutional capacity for monitoring, evaluation, learning, and adaptive management.
-Promote a culture of data use and continuous quality improvement through the systematic generation, interpretation, and application of evidence to guide program planning and policy development.

Qualifications:
-Master's degree in public health, Epidemiology, Statistics, Biostatistics, Data Science, Health Informatics, Monitoring and Evaluation, or related field. Candidates with a bachelor's degree and significant relevant practical experience (7+ years) will also be considered.
-Minimum of 7 years of progressively responsible experience in monitoring and evaluation, health information systems, public health data analytics, or digital health programs.
-Demonstrated experience providing technical leadership in strengthening monitoring, evaluation, data quality, and data use systems within Ministries of Health and donor-funded health programs.
-Proven experience supporting the design, implementation, and monitoring of health information systems and digital health initiatives.
-Strong knowledge of indicator development, performance monitoring frameworks, data quality assurance methodologies, and routine reporting requirements.
-Advanced proficiency in DHIS2, Microsoft Excel, Power BI, Tableau, or similar data visualization and business intelligence platforms.
-Experience with statistical software and programming languages such as R or Python is highly desirable.
-Demonstrated experience conducting data quality assessments, data reviews, training workshops, and stakeholder engagement activities.
-Excellent analytical, report writing, facilitation, presentation, and communication skills.
-Strong ability to work collaboratively with government institutions, development partners, and multidisciplinary teams.
-Fluency in English is required.
-Must be legally authorized to work in Namibia and provide proof of work eligibility upon request.
