Job Description

Background
NRC Mozambique Field Office in Mueda is implementing various projects assisting internal displaced populations and host communities with emergency response, shelter, youth / education, durable solutions and ICLA in northern Cabo Delgado. The Monitoring Evaluation, Accountability and Learning team at field office level is responsible for planning, conducting and reporting all M&E activities in the area, ensuring proper monitoring and quality of program implementation.

Generic Responsibilities
• Adherence to NRC policies, guidance and procedures.
• Implement all monitoring and evaluation activities for projects conducted in Mueda field office
• Coordinate process to establish program level M&E systems; actively contribute to log frame design, support on indicator formulation, M&E plan, etc.
• Ensure proper functioning of the Complaint, Feedback and Response Mechanism at area level
• Provide regular progress reports to the Area Manager, Area Program Manager and MEAL Coordinator/Manager
• Support and contribute to the development of a data management system through documentation, implementation and coordination of standardized information flow of MEAL activities, including reporting and learning exercises to improve evidence-based planning
• Support in developing data collection methodology and tools and in field data collection
• Capacity building and training of program staff on MEAL technical and conceptual areas, as needed
• Support in standardizing MEAL across projects, including adaptation of M&E protocols
• Contribute to concept note and proposal development for MEAL sections as needed

Specific responsibilities:
• Implement surveys and assessments (needs assessments, PDMs, baseline / endline, pre / post implementation assessments, etc.) for all program core competencies as required. This includes planning these activities, supporting the design of tools and questionnaires, selecting and training enumerators, ensuring adequate data collection, and drafting the report.
• Support in developing data collection methodology and tools and data storage systems
• Train and support programme staff on using data collection methodologies and tools, including (but not limited to) Excel and Kobo
• Ensure data verification, conduct data analysis, contribute to data report writing, using software including but not limited to Excel, Kobo and PowerBi
• Track the progress of project output indicators and ensure that monitoring data is reported as per the monthly ITT template and GORS in a timely manner to relevant programme and managerial staff, and partners and coordination (working) groups; where relevant, provide updates to participatory beneficiary groups
• Follow up cases raised through the Complaints, Feedback and Response mechanism, liaising with the relevant program teams and ensuring timely responses are provided.
• Complete ongoing mandatory trainings and follow a custom professional development plan
• Any other task relevant to the position as requested by Area Manager / Program Manager and MEAL Manager.

Generic professional competencies
• Degree in Statistics, Mathematics, or other related areas
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Knowledge about own leadership skills/profile
• Fluency in English and Portuguese, both written and verbal.
• Strong computers skills including MS package; willingness and ability to easily and quickly learn new database programmes, etc.

Context related skills, knowledge and experience
• Experience with principles and current approaches to monitoring and evaluation in humanitarian programs, using both quantitative and qualitative methods
• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods
• Knowledge of digital data collection platforms (KoBo, others)
• Knowledge of one or more of Cabo Delgado local languages is a strong asset
• Knowledge of the context in Cabo Delgado is required
• Experience liaising with local and community stakeholders
• Field level experience with an NGO preferred
