Provide technical support and capacity building to ensure the quality assurance and innovative program design, monitoring, evaluation, research, learning, and accountability mechanisms are in place to demonstrate the evidence of professional achievement of WV Indonesia’s strategic CWB/Child Result and rights at assigned zonal level. This support includes for Development, HEA, and Advocacy projects across Sponsorship, PNS, and Grants at national and sub-national level. This role supporting the achievements of the Monitoring, Evaluation, Accountability, Research and Learning team and its integration with the Technical and Program teams at national level.

Strategy Development & Planning

  • Provide the SRIE, Technical, and the Program teams with technical advice and support in term of monitoring, evaluation, accountability, and learning related to Development, and Advocacy project initiatives across Sponsorship, PNS, and Grants at national level.
  • Provide a strategic link between Development, HEA, and Advocacy initiatives teams and the SRIE, Technical, and Program teams to facilitate the effective communication and mutual support required to meet monitoring, evaluation,learning, and accountability technical and capacity requirements of the NO/AP/Project team.
  • Provide the MEAL teams with advice and support on critical matters related to program evidence, accountability, research, learning and the achievement of the organization strategy.
  • Provide a strategic link between the NO and Area Program to facilitate the effective communication and mutual support required to meet monitoring, evaluation, learning, and accountability both technical and capacity.
  • Manage the MEAL strategy design within project concepts and proposal development processes, particularly for Papua Area initiatives, to ensure alignment with organizational strategy, program evidence, accountability requirements, and donor/project design needs.

Resource Acquisition & Management/ Engagement/Project Management

  • Facilitate and work closely with resource acquisition providing the technical rigor and using evidence base for program concepts and designs to maximize our reputation and proposal success rate with donors.

Capacity Building/ Technical works

  • Provide technical support to ensure that MEAL teams conduct effective program evidence and technical practices that foster a culture of learning, research, evidence-based program, effective monitoring, evaluation, accountability, and learning to communities and donors. This includes strengthening the capacity of MEAL Coordinator and MEAL Officer to deliver high-quality
  • Communicate the learning on Development, HEA, and Advocacy project initiatives across Sponsorship, PNS, and Grants to ensure the organization excels in program evidence, accountability, and learning that will maximize and demonstrate the achievement of the organization’s CWB/Child Result and rights ministry objectives.
  • Provide technical support for all program evidence, accountability, and learning related to Development, HEA, and Advocacy project initiatives which contribute to the achievement of the Country Strategy.
  • Collaborate and coordinate instruments which support the effectiveness of Development, HEA, and Advocacy project initiatives across Sponsorship, PNS and Grants to achieve the organization’s CWB/Child Result and rights ministry objectives.
  • Coordinate and support research implementation related to Development and Advocacy project initiatives across Sponsorship, PNS, and Grants.

Accountability & Quality Assurance

  • In partnership with other unit in SRIE, Technical, Program Departments, provide technical support to ensure program implementation meets agreed design, monitoring, evaluation, and learning are of the highest standard and in alignment with WV ministry and donor requirements.
  • In partnership with Sectoral Specialists and support functions develop appropriate business processes is in place to manage the quality and accountability of project implementation and reporting at national/area program level.
  • In partnership with Technical and Program ensure the program evidence, accountability, and learning related to Development, HEA, and Advocacy project initiatives conducted in national and zonal level in alignment with WV ministry and donor requirements.
  • In partnership with SRIE, Technical, and Program Department and other support functions to ensure an appropriate business process is in place to manage Development, HEA, and Advocacy projects which improve program evidence, research, accountability, and learning.
  • Coordinate and facilitate collaborative analysis with Technical Specialists and PEARL teams to support the reporting process for Development, HEA, and Advocacy projects across Sponsorship, PNS, and Grants, ensuring that program achievements, strategic contributions, and evidence-based insights are clearly demonstrated through data and aligned with the Country strategy.

Networking & Coordination

  • Coordinate with the SRIE team and Sectoral Specialist to ensure appropriate representation and contribution in strategic partnership forums, working groups and networks within WV and external networks.
  • Maintain networks with universities and research institutes to ensure the application of standards of MEAL technical knowledge, understanding, learning, research, and support processes are in place in the organization especially at assigned zonal/ cluster level.
  • Work closely with the SRIE team in relation to the implementation of partnership programme evidence and accountability initiatives, knowledge sharing and collaborative learning between the GC, SAP and our NO related to Development, HEA and Advocacy project initiatives across Sponsorship, PNS and Grants.

Management & Leadership

  • Develop and manage annual business plan and budget for PEARL Unit.
  • Submits periodical/ monthly accomplishment report
  • Build and maintain positive spirit of working in team with other staff in respective unit and department
  • Provide line management for PEARL team, including performance management, coaching and capacity building.
  • Provide Christian leadership and support to enrich the organization's life, faith, Christian commitments and ministry to the disadvantaged children and communities we seek to serve.
  • Be a role model and inspiration in managing work, communication and relationship with internal staff and external parties.
  • Ensure that all implementations are carried out and risks related to PEARL are effectively managed in accordance with organizational policies, guidelines, and standards. This includes risks related to fraud, safeguarding, and other associated risks.
  • Lead, supervise, and provide guidance to MEAL Coordinators and MEAL Officers as direct reports to ensure effective implementation of Program Evidence, Accountability, Research, and Learning functions across programs.

Requirement

  • Bachelor's degree in development studies, statistical, or any related field.
  • Requires min. 3 years experiences in development works.
  • 2 years experiences in project design, implementation, monitoring, evaluation, and report writing
  • Requires 3-5 year's experiences in MEAL of grant project, HEA and advocacy
  • Fluent in English
  • Ability and willingness to travel domestically and internationally as required, to visit project sites, attend meetings, and engage with stakeholders.
  • Cultural sensitivity and an understanding of the local context.
  • Ability to travel and participate in field visits, sometimes in remote or challenging locations.
  • Adequate physical health to meet the demands of frequent travel and fieldwork.
  • Strong understanding of research methodologies, evaluation frameworks, and data collection techniques.
  • Experience in both quantitative and qualitative research methodologies.
  • Experience data analysis using statistical software such as SPSS, STATA, or R is a plus.
