Job Description

Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

Placing women’s rights at the center of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It provides strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.

Women remain grossly underrepresented in Lebanon, despite gaining their right to vote in 1952, and a vibrant feminist movement. Despite low representation in all aspects of political life, including 6.25% representation in parliament, and 10.34% of Lebanon’s municipal councilors, positive trends of participation, including through increased women candidacy, have continued. In Lebanon, UN Women collaborates with relevant stakeholders to provide training for women political candidates to help build their capacities to run and succeed in elections and in calling on political parties and parliamentarians to support the empowerment of women, including through legislative reform and advocacy.

Under the direct supervision of the Project’s Manager of GPPL, and under the overall guidance of the head of office the Monitoring and Reporting Associate possess a comprehensive understanding of the political landscape in Lebanon and proven experience in qualitative and quantitative data collection, and will support work related to the designated UN task force. The Monitoring and Reporting Associate will support in incorporating monitoring and reporting into programme formulation as well tracking Strategic Plan targets and the reporting of results to internal and external audiences.

Scope of Work:

1.Provide technical inputs to programme formulation to ensure monitoring and reporting is incorporated

  • Provide inputs to the development of monitoring indicators, monitoring calendars, and field monitoring plans and quality assurance processes;
  • Support the integration of relevant evaluation findings, conclusions and recommendations into programme formulation;
  • Contribute to drafting sections of concept notes, proposals, and donor reports, ensuring alignment with monitoring frameworks and results-based management principles;
  • Provide technical support to partners in developing Performance Monitoring Frameworks (PMFs), systems and plans, and Baseline Surveys; consolidating input from multiple partners and ensuring coherence across projects.

2.Support monitoring and tracking of results against country/ regional level targets and UN Women Strategic Plan

  • Coordinate with Programme Team to ensure data collection and analysis from field visits are coordinated and standardized across the programme;
  • Support partners in the use of monitoring tools (e.g., Kobo, Track-it, beneficiary registration surveys), including training, data quality control, data checks, and data corrections in collaboration with the Regional Office;
  • Monitor data from partners on a quarterly basis and provide inputs to regular management briefs to inform decision making;
  • Visit partners, along with the Programme Team, to support monitoring of results and planning processes, as required;
  • Contribute to the development and monitoring of the LCO Monitoring, Evaluation, and Research Plan.

3. Support in the implementation of research under the GPPL program.

  • Contribute technical inputs to the development and periodic update of the GPPL research agenda, in coordination with the Programme Manager.
  • Support the implementation of agreed research activities, ensuring contextual and cultural relevance.
  • Assist in qualitative and quantitative data collection, preliminary analysis, and drafting of findings to inform advocacy and programme adjustments.

4. Inter-Agency Coordination and Gender Mainstreaming Support:

  • Support UN Women’s engagement in inter-agency task forces and advocacy forums on gender equality across the humanitarian-development-peace nexus, under the supervision of the Head of Office.
  • Contribute to mainstreaming gender and social inclusion in national response plans and support the engagement of local civil society and women’s rights organizations in coordination mechanisms.
  • Prepare briefing materials, maintain key coordination resources (including service mapping, trends analysis, and workplans), follow up on emergency response and protection cases, and provide inputs to regional and global reporting processes.

5. Provide administrative support to Resource Mobilization and Implementation:

  • Organize, compile, and process information from donors, Country Office/Regional Office, and programme team, as inputs to various databases and documents.
  • Coordinate and provide logistical support for high-level events;

6. The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Functional Competencies:

  • Good knowledge of programme formulation, Results-Based Management, and monitoring and evaluation processes.
  • Ability to collect, analyze, and synthesize qualitative and quantitative data and draft analytical reports.
  • Good understanding of gender equality and women’s empowerment issues and ability to support gender mainstreaming across programmes.

Minimum Qualifications:

Education and Certification:

  • Completion of secondary education is required.
  • Bachelor’s degree in human rights, gender, international relations, international development, international law, or other social science fields is desirable.

Experience:

  • At least 7 years of progressively responsible experience in Monitoring and Evaluation and/or research and/or coordination is required.
  • Experience in working in a computer environment using multiple office software packages is required.
  • Experience in research, tools design, statistics, data collection and analysis is required.
  • Experience in coordination with multiple stakeholders and organizing is desirable.
  • Experience in coordinating and liaising with government agencies and/or donors is desirable.

Languages:

  • Fluency in English and Arabic is required.
  • Knowledge of French is desirable
