Organizational Context and Scope

Under the overall supervision of the Chief of Mission and the direct supervision of the Programme Support Officer, the incumbent will be responsible to support MEAL activities.

1. Assist in drafting Monitoring, Evaluation and Learning (MEAL) plans for project/programme, data collection tools and templates in applicable local languages, and assist in the completion of regular data collection process.
2. Collect case studies, document best practices, and record lessons learned to ensure information is regularly updated and maintained in project reports and other knowledge management products.
3. Assist in verifying and validating collected data for accuracy.
4. Conduct site visits, face-to-face meetings, facilitate focus group discussions (FGDs) and other MEAL-related activities for the specific project/programme, in close collaboration with the project/programme teams.
5. Assist in presenting the key findings of the MEAL-related activities to IOM staff, donors, and project stakeholders in form of briefs, presentations and reports.
6. Assist project/programme teams in the preparation of periodic reports and ad hoc updates by providing relevant MEAL information for their specific project/programme.
7. Assist project/programme teams in maintaining PRIMA MEAL-related modules with up-to-date information in line with IOM MEAL policies.
8. Serve as the primary focal point for the mission’s Accountability to Affected Populations (AAP), including oversight of the Complaint and Feedback Mechanism (CFM).
9. Ensure confidentiality and ethical handling of sensitive information.
10. Assist in maintaining the mission’s database and ensure data integrity and accuracy, in accordance with Data Protection Policies.
11. Support the preparation of internal institutional reports, as well as external reports, by gathering relevant information and submitting reports through tools and systems such as UNInfo.
12. Participate in IOM and other MEAL-related training, workshops and events with further cascading knowledge to the IOM colleagues.
13. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • High school degree with four five years of relevant professional experience; or
  • Bachelor’s degree or equivalent from an accredited academic institution (preferably in International Relations, Political Science, Statistics or related field) with at least three years of relevant work experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience

  • Experience in data collection, needs assessments, and report writing.
  • Experience in preparing technical requirements documents and converting specifications into technical briefs for data capture and analysis.
  • Experience in working in humanitarian/development context.

Skills

  • Strong reporting and writing skills in English and applicable local language and ability to meet deadlines.
  • Proficiency in KOBO or similar mobile data collection tools including XLS form and data visualization tools.
  • Knowledge of the project cycle running humanitarian/development projects and/or programme.
    Proven ability to establish and maintain effective working relationships with people of diverse cultural and national backgrounds.
  • High degree of judgment and initiative, ability to work with a high degree of independence as well as in team.
  • Valid driver's licence and driving skills

Languages

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, fluency in English, Albanian and Serbian (oral and written) is required.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
