We are seeking an experienced Momentum Subject Matter Expert (SME) for a high-visibility modernization effort to successfully deploy Momentum Financials across a complex financial management environment impacting customers through a multi-wave deployment at the Department of Veterans Affairs (VA). The role uses Scaled Agile Framework (SAFe) practices with enterprise governance, to ensure financial standards and internal controls are maintained across VA. The ideal candidate will have a proven track record eliciting and successfully interpreting and implementing  complex financial management requirements and  advising clients how best to utilize Momentum Financials to meet those requirements.  The ideal candidate will have detailed knowledge of Momentum functionality and Federal Financial Management best practices and be able to work with senior level clients to select the best implementation approach .  The ideal candidate is familiar with Federal-wide financial standards (Treasury Financial Manual, FASAB, FFMIA) and processes (GTAS Reporting, DATA Act, G-Invoicing, Treasury Disbursement Cycle, Debt Management and Collection Procedures) This Momentum SME will support project leadership and the program providing senior level expertise and guidance to team members, customers, and executives. The Momentum Subject Matter Expert should be a self-starter who demonstrates initiative, interfaces well with multiple clients and customers and has experience in taking ownership of work assignments.  This position is remote but may require occasional domestic business trips to customer facilities primarily in Washington, DC and Austin, TX. Some overtime work may be required to support this fast-paced environment.  Candidates with exceptional industry experience are eligible for a robust signing bonus.

Primary Responsibilities:

  • Lead requirements validation sessions to gather new requirements including business user stories, features, and project roadmap with the VA team and associated contracted resources to properly understand outstanding requirements. These sessions shall include participants from the business customers, technical integration, PMO, and business/system Subject Matter Experts (SME).  
  • Validate and successfully interpret business requirements for a financial and acquisition management system for a Cabinet Level Agency along with providing technical direction and guidance in the performance of analysis, requirements development, and implementation of Momentum. 
  • Assist team members with the translation of approved business requirements into successful test cases, scenarios, and scripts. 
  • Advise stakeholders with options for solutioning business requirements. These options should consider solutions for distinct requirements that leverage Momentum baseline functionality and an existing Enterprise configuration of Momentum at VA with minimal disruption to current production environment end-users. 
  • Demonstrated expertise configuring Momentum Financials for one or more of the following financial management processes: Budget Formulation to Execution, Request to Procure, Procure to Pay, Bill to Collect, Acquire to Dispose, Reimbursable Agreements, Record to Report, and Payroll.
  • Experience with the following software/data design services: systems and subsystems, interface requirements, user interface requirements, and internal and IT control requirements; Interview and coordinate with stakeholder technical personnel to capture interface patterns and technical rules in relation to interfaces between the dependent systems; Participate in the system integrator’s meetings/calls to provide guidance and monitoring of deployable product implementation. 
  • Experience providing technical, managerial, or administrative direction for functional domains related to financial management systems and projects. 

Minimum Requirements:

  • Master’s degree in Information Systems, Computer Science, Accounting, or similar. In lieu of a Master’s degree, years of experience can be substituted. 
  • 10+ years experience supporting Momentum or other Financial Management software Implementation technical or functional activities at a large federal agency. 
  • At least 7 years of Momentum specific experience. 
  • At least 3 years of working with senior federal clients to make enterprise-level configuration and implementation decisions for a Momentum implementation. 
  • Strong written and oral communication skills. 
  • Ability to obtain a Public Trust clearance. 
  • Occasional travel to Washington, DC or Austin, TX may be required. 

Preferred Qualifications:

  • Experience with Department of Veterans Affairs and/or Veterans Health Administration is a plus. 
  • Experience leading meetings and teams with senior federal executives (e.g., Director-level and above) in financial and acquisitions-related roles. 
  • PMP, PMI-ACP, or SAFe Agilist (SA) certification. 
  • Experience working in an Agile environment (SAFe preferred).
