Background:
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women's rights at the centre of all its efforts, UN Women leads and coordinates United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world.
UN Women’s Leadership and Decision-Making (LDM) portfolio is a central area of work under the UN Women Strategic Plan 2026–2029 and the ESARO Strategic Note 2026–2029. In the East and Southern Africa region, it focuses on strengthening accountability for gender equality commitments by working with civil society, regional and national institutions, UN entities, Member States, electoral bodies, political parties, parliaments, and women’s movements. The LDM portfolio seeks to advance gender parity, inclusive electoral and political reforms, shared accountability benchmarks, peer learning, and regional problem-solving to advance women’s leadership and decision-making.
In this context, UN Women ESAR together with its partners WALPE Africa and FEMNET will be convening the inaugural High Level Annual Conference on Gender and Elections in Africa (COGE) will be held from 28 to 29 October 2026 in Johannesburg, South Africa. COGE is envisioned as Africa’s premier annual convening to interrogate, document and advance women’s political leadership within electoral processes across the continent. At a time when women remain significantly underrepresented in executive and legislative office, and when electoral cycles continue to present unique threats and opportunities for women candidates, COGE provides a structured, pan-African platform to turn commitments into concrete action.
The inaugural edition, under the theme #TryWomen! Amplifying Women’s Leadership in African Elections, is deliberately bold and action oriented. It calls on political parties, election management bodies, regional bodies, civil society and the electorate to intentionally invest in, nominate, support and vote for women. The conference will centre lived experiences, evidence and solutions from across North, West, Central, East, and Southern Africa. As a high-level gathering, COGE will feature a Guest of Honor who is a Current or Former Female President in Africa, alongside ministers, parliamentarians, party leaders, Election Management Bodies (EMB) commissioners, observers, gender experts and aspiring women leaders.
Working under the overall supervision of the Regional Policy Specialist, Leadership and Decision-Making, the Moderator/Facilitator will professionally host and guide all proceedings of COGE 2026, ensuring smooth flow of the programme, upholding protocol and creating an engaging atmosphere that amplifies women’s leadership and keeps participants focused on the conference objectives. The quality of facilitation will therefore be critical in setting the tone: dignified, inclusive, solutions-focused and unapologetically pro-women’s leadership. The Facilitator must reflect the gravitas of a high-level continental convening while keeping the tone inclusive, energizing and aligned to the #TryWomen campaign.

In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system (DAW, OSAGI, INSTRAW and UNIFEM), which focused exclusively on gender equality and women's empowerment.
