About the Opportunity

Mission 300 is a transformative initiative led by the World Bank Group (WBG) and African Development Bank (AfDB) with support from The Rockefeller Foundation (RF), the Global Energy Alliance for People and Planet (GEAPP), and Sustainable Energy for All (SEforALL) (the “Mission 300 partners”) to bring electricity access to 300 million Africans by 2030. Through national energy compacts, African countries commit to reforms across five pillars:

  1. Power generation, transmission, and distribution;
  2. Regional power trading;
  3. Private sector enablement;
  4. Access to electricity and clean cooking solutions; and
  5. Strengthening of power utilities.

To date, 12 countries (Cohort 1) have entered into compacts, and each country is working to establish a Compact Delivery and Monitoring Units (CDMU) to oversee and accelerate the implementation of their respective compacts. Approximately 20 additional countries (Cohort 2) currently are in the process of negotiating compacts.

Cohort 1 countries include: Chad, Cote d’Ivoire, DRC, Liberia Madagascar, Malawi, Mauritania, Niger, Nigeria, Senegal, Tanzania, Zambia.

Through the Mission 300 Expert Roster, we’re building a dynamic pool of experts (full-time or part-time over a fixed-term) to support African governments in delivering on their national energy compacts. The Mission 300 Expert Roster aims to:

  • Enhance Capacity by strengthening technical and operational capabilities of CDMUs
  • Enable Cross-Country Collaboration through knowledge sharing and best practice exchange
  • Optimize Resource Utilization by deploying expertise by deploying expertise where and when it's needed most
  • Accelerate Implementation to fast-track electrification goals and energy reforms.

We’re Seeking Expertise in These Key Areas:

1. Operational Support o Resolve real-time portfolio bottlenecks identified with private and public sector actorso Accelerate WBG and its clients project preparation, disbursements and impact Example roles: Utility COOs, Program Directors, Off-grid Operators, WBG TTLs, Mini-grid Engineer, Transmission & Distribution Planners, DER Integration Specialists, BESS Engineers, Power Systems Consultants 2. Reforms o Restructure institutions, organizations and businesseso Implement tariff changes, legal frameworks, PPPs, retail product pricing updates Example roles: Regulatory Advisors, Energy Policy Analysts, Tariff Specialists, Energy Economists, Energy Transaction Lawyers, Regulatory Compliance Counsel, Power Sector Legal Reform Experts. 3. Capital Mobilization o Close co- and parallel financing as well as equity, debt and grant transactionso Implement RBF, blended finance tools and increased capital to scale 500+ vetted DRE companies Example roles:Interim CFOs, Investment Bankers, Fintech Managers, Energy Investment Analysts, Infrastructure Finance Advisors, Results-Based Financing (RBF) Advisors, Financial Modellers, Procurement Experts, PPP Structuring Consultants, M&A Due Diligence Consultants, Project Finance Structuring Leads 4. Digital and Technological Innovationo Deploy geospatial platforms, virtual marketplaces, digital verification systemso Drive latest AI, digital and technological solutions throughout energy service delivery value chain including utilities, DRE companies and financiers Example roles:AI engineers, Data scientists, GIS experts, geospatial planners, app developers, energy technologists 5. Jobs Creation & Productive Use o Convert electricity into jobs and economic growtho Implement early-stage awareness campaigns and productive use programs Example roles: Mini grid Entrepreneurs, Youth Employment Experts, MSME directors, Productive Appliance Sales Managers.
