Riverside Research is an independent National Security Nonprofit dedicated to research and development in the national interest. We provide high-end technical services, research and development, and prototype solutions to some of the country’s most challenging technical problems. Riverside Research and the IDS Business Unit are seeking a full time MILCON Programming manager in the Dayton, OH area. This position will focus on supporting the NASIC MILCON Program Development with facility and capital improvement project packages.

Responsibilities

• Support NASIC MILCON Program Development with facility and capital improvement project packages
• Develop 1391 Military Construction (MILCON) project requirements for the maintenance and improvement of base facilities and infrastructure
• Review DD Form 1391 for compliance with MILCON policy
• Validate project requirements for budget submissions, conduct Executability Risk Reviews, and assist in Integrated Priority List development
• Provide logistic support, training, and process refinement recommendations
• Analyze funding trends, project risks, and cost variances
• Provide planning, programming, and methods of construction at all NASIC operating locations
• Interface with the mission customer and external agencies
• Coordinate, oversee, and provide risk abatement construction management expertise
• Other duties as assigned

Qualifications

• Must be able to obtain and maintain a Top Secret/SCI US Government Security Clearance
• Bachelor’s degree in Engineering or Program Management
• 8 years combined experience with private sector and Government projects
• Briefing Military/Government
• DoD/Air Force MILCON policy knowledge
• Requirement Identification
• Project Programming
