Job Description

Our Client, a Karachi based company, seeks to appoint an experienced and seasoned professional for the following role:

MIDDLE MANAGEMENT POSITION – HEALTH SAFETY AND ENVIRONMENT

Job Role

Manage HSE matters by providing technical and administrative assistance / advice in HSE Decisions making process to ensure inculcation of HSE Culture within organization to the highest level. He/she will also provide support to the site management team through Audit & Advisory process in building a collaborative and self-sustaining zero-incident culture.

Key Responsibilities

  • Continually strive for development and roll-out of HSE Management System across the company for creation of a proactive HSE culture
  • Plan & conduct HSE Audits as per HSE Audit Plan / Scorecard Targets for company's Facilities (Installations, Depots, Aviation Stations, LPG Plants & LMTs) and Retail Outlets
  • Lead/Conduct Incident Investigation as and when required to recommend action plan
  • Lead and strive for digitization in HSE Processes for effective facilitating implementation by business units and site management and effectiveness of the overall HSE Management System
  • Stay abreast of current and emerging technical and professional aspects of HSE to update policies and procedures accordingly
  • Facilitate the HSE Learning Need Identification process where required by Learning Department Conduct identified Learning sessions through external or internal resources as and when required and as per HSE Scorecard Targets and in coordination with Learning Department
  • Assist with and participate in HSE Seminars / HSE conferences / HSE Workshops and Participate/attend OCAC to represent company in HSE issues and stay abreast with emerging trends in HSE
  • Technical Assistance & Advisory to Site Management and Facilities as and when required relating to HSE principles, including operational and capital budgets
  • Consult with DGMs and other line managers and give appropriate advice on formulating best HSE practice / policies and procedures
  • Advice on Fire Fighting preparedness and Emergency Response Plan at all facilities to safeguard People and Plant
  • Prepare, execute & monitor Capital & Revenue budget of HSE department to ensure cost effective operations
  • Periodically review and ensure KPI achievements of individual as well as at departmental level to ensure timely achievement of objectives
  • Monitor HSE Audit Compliance and provide technical advisory & guidance to enhance HSE performance for company's facilities in the respective region Stay abreast of current and emerging technical, international standards & codes such as API, NFPA, OSHA and regulatory requirements such as OGRA, EPA etc to advice and guide on of policies and procedures accordingly
  • Assist DGM (HSE) on HSE and other related matters and perform any other duties assigned by his/her supervisor(s) from time to time
  • Liaise with various Business Functions and other HSE Areas to enhance HSE Performance of the zone
  • Undertake any other task or function as maybe desired by the management

Education

  • Minimum 16 years of education, preferably Master's Degree from a renowned and HEC recognized university or institution/equivalent foreign degree holder institution

Experience

  • Minimum 6 - 8 years of professional experience, preferably in a large national/multinational organization among which 2 - 6 years of related functional experience in a similar role at an equivalent position

Requirements

  • Ensure coordination between all stakeholders (Internal and External), from workers to senior management for promotion of a proactive HSE Culture
  • Provide HSE Guidance & Advisory to Business Units as and when required and as per Organizational Objectives
  • Formulate HSE policies, procedures and SOPs as per Business Requirement
  • Resolve day to day operational and administrative problems pertaining to HSE by taking decisions as per LAM
