Job Description

Koniag Data Solutions (KDS), a Koniag Government Services company, is seeking a Mid-Level Training Specialist to support KDS and our government customer in Riverdale, MD. This position is primarily remote but requires flexibility for domestic and international travel to deliver training and support rollout initiatives.

Responsibilities:
• Design and deliver training programs for CTIS-M (Commodity Treatment Information System – Modernization), ensuring end users understand system functionality and compliance requirements for USDA APHIS policies.
• Create and develop effective learning techniques: eLearnings, job aids, training workbooks, webinars, and virtual training sessions for small and large groups.
• Develop and maintain training materials such as user guides, FAQs, release notes, and deployment documentation that explain how CTIS-M enforces treatment policies for commodities entering the U.S.
• Create training videos and interactive exercises using industry-standard tools (e.g., Camtasia, Articulate Storyline, Adobe Captivate).
• Collaborate with USDA APHIS stakeholders, subject matter experts, and project managers to ensure training content aligns with regulatory requirements and system updates.
• Work closely with the client to plan and manage training rollouts, ensuring smooth implementation and adoption.
• Prepare and submit status updates, trip reports, and training documentation to stakeholders and leadership.
• Conduct training needs analysis and audience analysis to design role-specific, engaging content.
• Coordinate testing and evaluation of training materials for technical accuracy and compliance.
• Manage multiple training initiatives and provide timely reporting on progress.
• Deliver training courses in public, virtual, and onsite (customer site) settings, including domestic and international locations.
• Forecast training demands and develop plans to address business needs.
• Evaluate training effectiveness through participant feedback and performance metrics.
Education and Experience (Required):
• Bachelor’s degree in Education, Instructional Design, Information Technology, or related field.
• 2–3 years of experience in training development and delivery, preferably in IT or software environments.
• Experience creating and maintaining technical documentation and training materials.
Required Skills and Competencies:
• Ability and willingness to travel domestically and internationally; must have a valid U.S. passport.
• Strong organizational and interpersonal skills with a client-centric focus and ability to work with high-profile clients.
• Excellent oral and written communication skills, including the ability to prepare reports, arrange meetings, and coordinate work.
• Strong computer skills: MS Excel, MS Word, PowerPoint, Access.
• Familiarity with virtual training platforms (Zoom, MS Teams, WebEx).
• Ability to create training videos and eLearning content using tools such as Articulate Storyline, Adobe Captivate, Camtasia.
• Ability to multitask and manage multiple relationships and priorities in a fast-paced environment.
• Strong analytical, risk management, and negotiation skills.
• Ability to keep participants engaged during remote sessions and communicate effectively with stakeholders and peers.
Desired Skills and Competencies:
• Experience working with USDA or other federal agencies.
• Knowledge of CTIS-M workflows, USDA APHIS policies, and compliance requirements.
• Knowledge of software development lifecycle (SDLC) and Agile processes.
• Familiarity with federal IT security and 508 compliance requirements.
• Ability to create training videos and interactive exercises using tools such as:
• Camtasia
• Adobe Captivate
• Articulate Storyline
• TechSmith Snagit
• Lectora
• Vyond (for animated training content)
