Mid-level Business Analyst
Brussels, Belgium (Hybrid)

The Department of Environment is looking for a Mid-level Business Analyst to support the replacement and modernization of critical inspection and enforcement applications used by the Environmental Inspectorate.
You will play a key role in analyzing business operations, mapping processes, gathering stakeholder requirements, and helping define the future direction for new inspection and case management systems. This assignment focuses on bridging business, management, and ICT to support strategic decision-making and digital transformation initiatives.
The role combines process analysis, business architecture, stakeholder management, and solution-oriented thinking within a regulatory and enforcement-driven environment.
Key Responsibilities
- Analyze and document business operations and inspection processes
- Gather and validate stakeholder requirements across multiple operational domains
- Translate business needs into conceptual solution frameworks and specifications
- Support the replacement of legacy systems and case management applications
- Develop deliverables such as:
- Capability maps
- Domain models
- High-level solution designs
- Conceptual architecture sketches
- Scenario comparisons
- Facilitate process analysis and business process optimization initiatives
- Collaborate with management, business stakeholders, and ICT teams
- Contribute to digital transformation and innovation initiatives
- Assist in defining future-proof operational and ICT solution directions
- Support decision-making through structured analysis and documentation
Requirements
- Minimum 3 years of experience in business analysis within ICT environments
- Experience with process analysis and BPM (Business Process Management)
- Experience with file or case management systems
- Experience within enforcement, inspection, or regulatory environments
- Strong analytical and conceptual thinking skills
- Ability to translate business requirements into functional and technical specifications
- Excellent communication and stakeholder engagement skills
- Dutch language proficiency at C2 level (mandatory)
Nice to Have
- Experience with stakeholder management
- Knowledge of solution architecture principles
- Experience with market research and solution evaluations
- Understanding of project management concepts such as planning, coordination, estimates, and budgeting
- Experience with digital transformation or modernization programs
- Knowledge of business process re-engineering methodologies
