Job Category: Behavioral and Mental Health ServicesThe Clinical Director is responsible for the oversight, development, and implementation of clinical services within a DBH-certified MHRS program. This role ensures that all services are delivered In accordance with DCMR Title 22-A, Chapter 34, and DBH policies. The Clinical Director provides leadership to clinical staff, ensures compliance with treatment planning and documentation standards for adults, family, and youths to promote a recovery-oriented system of care. This position is required to be physically on-site at the MHRS provider's certified service location.

Essential Duties and Responsibilities:
- Provide clinical oversight and supervision to licensed and unlicensed clinical staff.
- Ensure compliance with DCMR and DBH standards for treatment planning, service delivery, and documentation.
- Oversee the development, implementation, and review of Individualized Treatment Plans.
- Monitor clinical quality assurance and performance improvement activities.
- Participate in DBH audits, site visits, and corrective action planning.
- Ensure timely and accurate documentation in accordance with Medicaid and DBH requirements.
- Facilitate clinical team meetings and case consultations.
- Provide or coordinate training for clinical staff on evidence-based practices and regulatory compliance for adults, family, and youth.
- Collaborate with administrative leadership to support program development and strategic planning.

Qualifications
- Must be licensed in the District of Columbia as one of the following:
- Licensed Independent Clinical Social Worker (LICSW)
- Licensed Professional Counselor (LPC)
- Licensed Psychologist
- Psychiatrist
- Minimum of five (5) years of post-licensure clinical experience, including supervisory experience in a behavioral health setting.
- Demonstrated knowledge of MHRS regulations, Medicaid documentation standards, and recovery-oriented care.
- Strong leadership, organizational, and communication skills.
Compliance and Regulatory Requirements:
- Must meet all qualifications outlined in DCMR Title 22-A § 3413 for clinical oversight roles.
- Must maintain active licensure and complete all required continuing education.
- Must pass a criminal background check and pre-employment drug screening.
- Must comply with HIPAA, DBH confidentiality policies, and ethical standards.
- Must participate in DBH-mandated training and quality assurance initiatives.
Physical Requirements:
- Must be physically present on-site at the MHRS provider's certified location.
- Ability to sit, stand, and walk for extended periods.
- Ability to use computers and standard office equipment.
- Occasional travel within the community for site visits or meetings.
- Emotional resilience to manage high-stress clinical and administrative situations.
