The Regional Manager of Technical Operations (RMTO) is responsible for supporting the Distribution/Hospital Services, Component production, and Testing and Labeling departments in Texoma, and North, Central and East Texas (Carter BloodCare service areas) Under minimal, direct supervision, the RMTO supports routine operations, conducts interviews, manages departmental training for team members, and supports the Hospital Relations department with Pre-Hospital Transfusion account management.
The RMTO ensures proper utilization and shipment of all blood products, oversees and coordinates, drafts, administers, and implements departmental procedures, validations, and other regulatory issues. This position identifies and establishes consistency in procedures, processes, budgets, timekeeping, and best practices within the Carter BloodCare (CBC) service area.
The RMTO exemplifies and champions CBC Core Values and Code of Conduct, and adheres to CBC policies and applicable Standard Operating Procedures (SOPs). To support ongoing development and organizational goals, the RMTO is required to attend meetings and training sessions, as assigned. The RMTO maintains active and current professional licensure and/or certifications, as required by role-specific regulations and organizational requirements.
Periodic travel between assigned work areas to support other locations/projects within the service area is required. A valid driver’s license and an acceptable driving record (as specified in the current Vehicle Safety Loss Control Guidelines) are required.
Exempt employees are expected to maintain availability beyond standard business hours when business needs arise. Regular, full-time attendance is required during normal working hours.

QualificationsEDUCATION
- Bachelor’s of Science Degree or related field
- MLS, ASCP, or equivalent
EXPERIENCE
- Minimum of 4 years of experience in blood bank management or in a supervisory position; or, 2 years of supervisory experience in blood banking, with an emphasis on inventory management and hospital services; or five years in a supervisory capacity in a government-regulated inventory control environment; or equivalent combination of comparable education and experience
- Minimum of 2 years of experience with blood/inventory management software/programs
- Minimum of 6 months of experience working in a blood component (or other) production capacity, preferred
- Minimum of 6 months of experience working in a timekeeping/payroll capacity, including attendance policy enforcement, preferred
- Must possess a valid driver’s license and an acceptable driving record
SKILLS AND KNOWLEDGE
- Excellent verbal and written communication skills, including strong telephone communications aptitude
- Working knowledge of applicable AABB standards and FDA regulations associated with manufacturing, quality control, distribution, storage, and transportation of blood products; Ability to write and perform SOPs and validations in accordance with regulatory standards
- Working knowledge of equipment and instrumentation in associated departments (e.g., Component Production, Distribution, Testing and Labeling)
- Strong computer skills, with a familiarity and background in blood banking, inventory management, component production, and product quality control software and programs, as well as Microsoft Office Suite
- Comprehensive knowledge of relevant administrative functions (e.g., timekeeping, budget activities, temperature monitoring)
- Ability to lead and motivate a diverse workforce towards common objectives
- Ability to make and act on critical decisions in unusual or stressful situations, with little or no direct supervision or guidance
- Demonstrates strong organizational skills to support departmental needs and maintain inventory availability
