General Summary:
Directs and manages analytic and administrative processes, programs, activities, budget assessment and personnel management for the Maintenance of Way (MOW) Department of Dallas Area Rapid Transit (DART). Performs research, technical review and evaluation for various projects; prepares and provides reporting and correspondence both internal and external to the Agency's departments and vendors, including Federal, State, Municipal and Local authorities.
Essential Duties and Responsibilities:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Manage the staff, contractors, resources, and special projects for the MOW Department and recommend improvements to business processes.
Acts as Contracting Officers Technical Representative for Agency’s Electricity Service Contract, and other department/division utilities. Ensures contractors are in compliance with DART contract provisions including specifications and approved services.
Responsible for coordination, development, monitoring, periodic review and management of the department’s capital & operating budgets.
Compiles, maintains, and monitors Monthly Management Report (MMRs), Key Performance Indicators (KPIs), Chief Operating Officers (COO) Monthly Reports
Federal, State, and Local reporting for State Energy Conservation Office (SECO) and National Transit Database (NTD)
Communicates and coordinates with directors/managers to determine and consolidate contract requests, wage progressions, expense tracking, budget, and budget reallocation requirements. Advises on requests for upcoming fiscal year financial planning and spending adjustments.
Coordinates with Human Resources on personnel issues related to staffing, job description development, applicant testing, position report reconciliation, and other functions connected to personnel hiring, development, and employee success,
Interviews, selects, develops, trains, evaluates, counsels, and if necessary, disciplines subordinate personnel according to established policies, procedures, and guidelines. Conducts performance evaluations for assigned personnel.
Provides research, planning, and accounting activities. Prepares and provides reporting and correspondence to both internal and external departments, contractors and vendors.
Provides support to various Departments/Divisions/Sections throughout the Agency as well as support of special events, and projects.
Develops, edits, and coordinates production of Department’s Business Manuals, Business Plan, Personnel Cost Model/Projections, and Operations Plan.
Acts as Liaison with Marketing Department in the script writing and production of the MOW Department’s Recruitment Video, various business collateral such as banners, awards, presentations, pamphlets and special events.
Performs other related duties as assigned.
MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
Bachelor’s degree from an accredited college or university in Business or related field.
Four (4) years of progressively responsible experience in contract administration, budgeting activities, or related field to include a minimum of three (3) years supervisory experience. Direct experience in Electric/Utility administration, Operating and Capital Budgeting, and/or personnel administration preferred.
Valid Texas Drivers’ License, no Driving While Intoxicated (DWI)/Driving Under the Influence (DUI) conviction within the last sixty (60) consecutive months, not more than one (1) DWI/DUI on driving record, and not more than three (3) convictions of moving violations within the last thirty-six (36) consecutive months in order to operate DART non-revenue vehicles.
Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
Knowledge of budget development, analytic processes, and operational cost factors.
Proficiency of PC software applications to include Microsoft Office or other related software applications.
WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
