Job

Summary
The Health Equity and Program Development Manager role is integral to enhancing the quality of care and member experience at CenCal Health.   This position involves developing and implementing new programs and initiatives that address social determinants of health, advance health equity, and improve member experience.  This position provides supervision to Health Equity and Program Development staff and serves as the team lead for multiple programs, ensuring compliance with state and federal regulations as well as adherence to policies and procedures.
Duties and Responsibilities
- Co-develop and implement programs and initiatives designed to advance health equity.
- Collaborate with CenCal Health staff and community partners to inform the development of programs and initiatives addressing Social Determinants of Health, including CalAIM Incentive Programs.
- Serve as the team lead for multiple programs and initiatives, including the CAHPS Survey and member experience improvement efforts, by managing contracts and timelines, analyzing data, performing root-cause analysis, and coordinating improvement efforts.
- Collaborate with cross-functional teams to maintain NCQA Health Outcomes accreditation.
- Evaluate effectiveness of programs through survey administration, focus group coordination, and quantitative and qualitative data analysis.
- Manage and oversee all aspects of the grant programs, including the application process, communications with applicants/grantees, funding agreements, compliance, monitoring progress, and final reports.
- Identify opportunities for program improvements or changes based on program evaluations and member feedback.
- Recommend data-informed strategies to maximize the effectiveness and efficiency of CenCal Health’s programs to address social determinants of health, health disparities, and quality improvement processes.
- Develop and maintain Policies and Procedures and Desk Level Procedures (SOPs).
- Participate in committees, work groups, and task forces as appropriate.
- Collaborate with Program Development and Health Equity Director in developing programs, training staff, implementing best practices, and driving process improvement.
- Supervise Health Equity and Program Development staff, with duties including but not limited to overseeing job performance, prioritizing and assigning work-related tasks, and training new staff, as necessary.
- Perform other duties as assigned.

Education
- Bachelor’s Degree in Healthcare Administration, Business Administration, Public Health, Data Analytics, or a related field
- Minimum of five (5) years professional experience in program development, project management, or administration of complex programs and projects in a healthcare organization, with a focus on program evaluation, quality improvement, and data analytics.
- Experience in Medi-Cal and the public health care system and managed care knowledge is desirable.
- Demonstrated experience with supervising teams and leading projects.
