Compensation Range:

$70,600.00 - $105,800.00

The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.

Responsibilities:

Reporting to the DTCM Asst Director of Clinical Administration (DTCM Administrator) and indirectly supporting the Director of the Intensive Behavior Team (IBT), manages all clinical and operational workflows for both inpatient and outpatient service lines of the Intensive Behavioral Support team at SMH, GCH and Complex Care Center. Supports developing, tracking and monitoring clinical quality outcomes. Serves as main point of contact for IBT-specific patient relations/satisfaction concerns in collaboration with the Director. Manages Inpatient IBT budgeting and financial responsibility and supports DTCM administrator for outpatient specific budgeting and financial responsibility. Implements and develops business management practices, planning mechanisms, quality improvement and team leadership necessary for the management of the IBT. Manages business-planning and budgeting for expansion opportunities within the IBT across all service areas. Collaborates with revenue cycle team and DTCM Administrator to oversee the billing cycles for the IBT. Serves at supervisor for IBT-specific support staff, including training, counseling, coaching, disciplinary action and job performance. Support Director in recruiting, selecting, orienting, and training clinical employees and developing growth opportunities. Responsibilities for all of the above will expand to the IBT service line at the Golisano IDD Institute.

ESSENTIAL FUNCTIONS

• Oversees outpatient IBT intake process, patient screening and scheduling, prior auth and insurance requirements, and medical records management, specific to ABA outpatient services..
• Manages IBT support staff to ensure processes meet standards for the above and to ensure efficient and effective operations in outpatient settings for the IBT.
• Oversees workflows and policies specific to the unique inpatient ABA/IBT clinical service across all units (currently GCH, SMH, Psych and ED).
• Manages support staff specific to the inpatient team to optimize process according to compliance and regulatory guidance.
• Supports clinical quality assurance initiatives in both inpatient and outpatient settings conjunction with Director of IBT and DTCM Division Administrator and/or DTCM Division Chief.
• Serves as a resource to manage difficult patient relations concerns specific to the IBT in both inpatient and outpatient areas. Serves as main point of contact to review and respond to concerns from both within and outside of the organization.
• Develops, implements, and maintains administrative policies and procedures in alignment with organizational HR, ambulatory and inpatient policies to support and enhance efficiency and compliance for the IBT staff.
• Uses clinical operational data to guide program evaluation and effectiveness and to align with overall ambulatory and inpatient KPIs.
• Uses data to guide recommendations for operational improvements across all clinical areas of the IBT.
• May partner with division, department or senior leadership to implement new initiatives.
• Leads multidisciplinary project teams and coordinates activities to ensure project objectives are met. Facilitates project meetings using effective meeting techniques for objectives, agendas, participants, and meeting minutes. Develops and maintains reporting dashboards suitable for leadership to communicate project status.
• Responsible for employee recruitment, onboarding, performance management, discipline and separation for direct reports (PSR and RBT level staff).
• Supports the above and serves a resource and liaison for HR issues for Director of IBT for clinical staff.
• Main contact for IBT staff employee engagement.
• Supports other HR related needs for the IBT staff members
• Responsible for development and management of inpatient IBT budget in Axiom.
• Works with DTCM Division Administrator for IBT specific components of outpatient IBT on the divisional/clinic FAO in Axiom.
• Supports budget planning, proposals, BIPs, etc specific to IBT program growth or expansion.
• Monitors financial performance of above FAOs throughout the fiscal year.
• Responsible for managing expenditures specific to IBT across multiple FAOs according to approved budget
• Supports revenue cycle for IBT specific billing (outpatient)
• Monitors productivity/charge capture specific to IBT inpatient workload

MINIMUM EDUCATION & EXPERIENCE

• Bachelor's degree and 3 years relevant experience required
• Or equivalent combination of education and experience

KNOWLEDGE, SKILLS AND ABILITIES (preferred)

• Ability to multi-task and maintain knowledge about University systems
• Excellent oral and written communication skills required.
• Critical thinking skills and attention to detail are essential
• Must have reliable/efficient transportation for off-site meetings.
• Preferred skills include: knowledge of eRecord, Workday, Joint Commission, DOH and OMH.
• Experience in accounting for grants-related expenses helpful.
