and Responsibilities:
This position is responsible for eProcurement system (MyFloridaMarketPlace or MFMP) adoption and utilization, including all subsystems (VIP, AOD, Tableau, FLAIR) with a focus on the Sourcing and Contracts modules in MyFloridaMarketPlace (MFMP). This position is also responsible for technical operations associated with MFMP applications. Success requires facilitation of cross-functional, enterprise-wide process improvement teams to achieve significant and measurable results and benefits. This effort directly advances the agency’s mission – to deliver innovative, resource-saving solutions to continually improve customer service.

Operational System Monitoring:

  • Coordinates and carries out operational and day-to-day activities to ensure stakeholder and leadership expectations are met. These activities include management of real-time interfaces and batch interfaces; report request design and scheduling; system browser support; developing and disseminating MFMP technical communications; maintaining various components of the MFMP public-facing website; maintaining system release, change request, known issues, and system investigation request logs; documenting and reporting all system downtime and corresponding Root Cause Analyses (RCA), and ensuring all related documentation are properly stored. Each of these duties requires constant and efficient coordination with the MFMP Service Provider.

System Design and Analysis:

  • Assists in the design, implementation, maintenance, enhancement, and monitoring of the MFMP applications and provides oversight of MFMP software, systems, hardware, integrations, and website.
  • Assists with oversight of the MFMP technical and application upgrades, service packs, and patches.
  • Recommends enhancements and develops business requirements to ensure that the organization management, applications, and system security functions of the MFMP applications are comprehensive, user-friendly, reliable, compliant, and accomplish objectives.
  • Reviews functional design documents to ensure business requirement documents are implemented in accordance with the state's requirements.
  • Assists with the development of comprehensive test scripts for organization management, applications, and security changes.
  • Assists in conducting user acceptance testing (UAT) of enhancements during the UAT process and after production implementation.
  • Ensures that all work item deadlines for business requirement documents, functional design documents, user acceptance testing, communication, and production implementation are met.
  • Performs independent audits to detect systemic issues in a timely manner and to identify areas for improvement.
  • Ensures compliance by monitoring and tracking MFMP technical performance requirements and compliance with Service Provider Service Level Expectations.
  • Research and Analysis: Independently research and analyze agency procurement activities to identify areas of improvement.
  • Collaborate with internal stakeholders to establish utilization metrics for state agencies, including purchase order, invoice, catalog, receiving, sourcing, and contracts metrics.
  • Re-evaluate utilization metrics at least annually to determine if any updates are needed based on the previous year’s data.
  • Analyze monthly utilization metrics results, pre-existing understanding of agency practices, current utilization workload, and other considerations to determine an ongoing priority of agency utilization outreach.
  • Use all available reporting resources (AOD Standard Reports, Tableau, System Search, Secure Reports, etc.) to supplement and support outreach efforts and process improvement recommendations.

Relationship Management:

  • Build and maintain strong working relationships with key internal and external stakeholders.
  • Maintain a comprehensive understanding of MFMP’s program and customer structure and key stakeholders within state agencies, the MFMP program, and DMS leadership.
  • Serve as the primary point of contact between the MFMP team and prioritized state agencies.
  • Conduct regular check-ins with agency representatives to gather feedback and address any concerns.
  • Establish a feedback mechanism to document and address concerns, suggestions, and issues resulting for utilization efforts.
  • Collect and analyze feedback from agency staff to identify any challenges or resistance to change.
  • Collaborate with internal stakeholders to incorporate user feedback into potential logged change requests (CRs) and system investigation requests (SIRs).
  • Monitor agency progress of utilization efforts by conducting regular check-ins.
  • Develop and share best practices for using MFMP applications across all agencies.

Knowledge, skills and abilities, including utilization of equipment, required for the position:

• Knowledge of Chapter 287, Chapter 215, Chapter 119, Florida Statutes
• Knowledge of Technology: eProcurement (Ariba), Microsoft Office (Excel, Word, PowerPoint, Publisher), Adobe Products;
• Ability to drive effective process re-engineering;
• Ability to interact effectively and influence at all levels of the enterprise without the benefit of complete positional authority;
• Ability to maximize use of technology to gain effectiveness and meet required deadlines;
• Ability to keep the focus on change, communicating regularly, and backing up action plans with deadlines and progress reports, and driving issues to closure;
• Knowledgeable of Florida procurement rules, laws, and strategic sourcing processes;
• Excellent presentation, team building, and leadership skills;
• Skill in managing internal and external customers and stakeholders;
• Ability to provide feedback to various stakeholders;
• Ability to travel within the state up to 25% of working days.
