Performs and coordinates advanced transportation engineering operations or maintenance support work such as construction and/or complex maintenance contract inspection; light and heavy equipment operation; roadway maintenance; traffic control; helping the public during emergency situations; and training other employees. May serve as a lead worker. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

Essential Duties:

  • Conducts tests of highway construction materials, makes calculations, and records results.

  • Identifies, analyzes, and implements solutions for complex maintenance problems.

  • Inspects complex maintenance and construction-related work to include hot mix overlay to ensure compliance with safety, laws and regulations, contract specifications and departmental procedures.
  • Inspects construction and routine and non-routine contract maintenance methods and workmanship to ensure contractors build and maintain roadways, bridges, traffic signals and related highway structures in accordance with plans and specifications.
  • Inspects traffic control devices and their placement at construction project sites for compliance with specifications for devices, safety laws, rules, regulations and the Texas Manual on Uniform Traffic Control Devices.
  • May serve as a lead worker and the related tasks.
  • May train other employees
  • Reviews and assists in the development of traffic control plans, coordinates with law enforcement agencies, monitors lane closures at construction sites, documents changes in the traffic control setup and coordinates with the Public Information Officer.
  • Sands or cleans bridges and roads, posts warning signs, helps the public and performs other work as directed during emergency situations such as floods, tornadoes, hurricanes, snowstorms, accidents, and hazardous material spills.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education High School Grad or Equivalent in general high school studies.

Experience 4 years in transportation engineering support, roadway maintenance, construction inspection, or related work experience. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related college education or relevant technical training may be substituted for experience on a year per year basis. Licenses and Certifications

  • Valid driver’s license. This position requires driving a state vehicle.
  • Must have a Commercial Class "A" Driver's License with an "N" Endorsement or have obtained a CDL "A” License, within 120 calendar days from date of employment.

  • Currently Military or Veterans: US Military CDL Equivalent Conditions of Employment: US Military License candidates must successfully obtain Texas Class “A” CDL within 120 days of employment. https://www.fmcsa.dot.gov/military-skills-test-waiver

    • Applicable industry safety standards, guidelines, and specification codes
  • Proficient skill in
    • Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines
    • Using computers, applicable programs, applications, and systems
    • Maintaining a safe and effective working relationship with others
    • Monitoring contracts and procedures

Physical Requirements and Working Conditions:

  • Subject to outside environmental conditions; no effective weather protection

  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour

  • Subject to hazards - moving vehicles/mechanical parts, high places/heat, or chemicals
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Standing - prolonged periods of time
  • Walking - moving on foot to accomplish tasks: long distance/from one work site to another
  • Talking - expressing or exchanging ideas by spoken words
  • Close Visual Acuity - work includes data/figures; view a computer screen; extensive reading

  • Must be able to report for duty within 60 minutes of notification on a 24-hour basis to respond to emergency situations.
