Expression of Interest for Members of the General Assembly of SOS Children’s Villages Mozambique

SOS Children’s Villages Mozambique is seeking committed and enthusiastic individuals to join its General Assembly and contribute to the governance and strategic direction of the organisation, in accordance with the Constitution of the Republic of Mozambique, the legal framework governing associations (including Law No. 8/91 of 18 July and the Civil Code) and the Statutes of the association.

SOS Children’s Villages Mozambique is a non-governmental organisation legally registered in Mozambique as an international NGO and is currently progressing through a nationalisation process to become a locally incorporated legal entity. The organisation forms part of SOS Children’s Villages International, a federation founded in 1949 that operates in more than 135 countries and territories worldwide.

Through this call, SOS Children’s Villages Mozambique is identifying individuals who will become members of the future Mozambican National Association upon its formal establishment. Some may also be invited to serve as founding members and to stand for election to its governing bodies.

We are dedicated to ensuring that every child grows up in a safe, loving, and supportive family environment, with a particular focus on children who have lost parental care or are at risk of losing it. Through our programmes and partnerships, we work to strengthen families, protect children's rights, and support young people in building a positive and independent future.

By joining the General Assembly, members will play an important role in approving the Statutes, electing the Board and the Fiscal Council and holding them to account, approving the annual report and accounts, promoting accountability and good governance, and supporting the organisation in fulfilling its mission in line with Mozambican legal requirements and the values of SOS Children’s Villages.

Role and Responsibilities

Members of the General Assembly play a critical role in the governance of SOS Children’s Villages Mozambique. Membership is voluntary and unremunerated. Members will serve for a term determined by the Statutes of the National Association and may be eligible for re-election in accordance with those provisions. Members are expected to:

  • Approve the organisation’s strategic direction and long-term plans proposed by the Board, ensuring alignment with Mozambique’s national child protection and social development policies, including the Law on the Promotion and Protection of the Rights of the Child (Law No. 7/2008) as well as SOS Children’s Villages International Strategy 2030.
  • Review and approve the annual report and the audited financial statements submitted by the Board, taking into account the opinion of the Fiscal Council, ensuring compliance with applicable Mozambican accounting and reporting requirements, tax obligations before the Mozambique Tax Authority (Autoridade Tributária de Moçambique), and anti-money laundering and counter-terrorist financing obligations applicable to non-profit organisations.
  • Ensure that SOS Children’s Villages Mozambique operates in full compliance with its Statutes, internal policies, and the legal and regulatory framework of Mozambique. Elect and, where necessary, dismiss members of the Board and the Fiscal Council, and hold them accountable for effective risk management, internal controls, child safeguarding and accountability mechanisms.
  • Support the diversification of resources for SOS Children’s Villages Mozambique by cultivating partnerships with government, corporate entities, development partners, philanthropists, and the Mozambican diaspora, in line with applicable Mozambican law and SOS Children’s Villages fundraising policies.
  • Promote the mission and programmes of SOS Children’s Villages Mozambique among stakeholders at local, national, and international levels, in alignment with Mozambique’s child rights and social protection agenda.
  • Receive and scrutinise the Board’s reports on the effective delivery of core programmes, including Alternative Care, Family Strengthening, Education, Youth Empowerment, Health Promotion and Prevention, and any other initiatives.
  • Actively participate in the Annual General Assembly meeting and any extraordinary sessions. Members may also be elected to the Board or the Fiscal Council, or invited to serve on Board committees such as Finance and Audit, Human Resources, Governance, Fundraising, or Programmes. Members are expected to attend at least one General Assembly meeting each year and may be invited to take part in additional meetings, consultations or committee work as required.
  • Mentorship: Where relevant, share their expertise with the organisation at the request of the Board, without assuming any management function.

Experience and Qualifications

We welcome applications from individuals with diverse backgrounds. Desired profiles include:

  • Experience in governance roles, particularly with boards or general assemblies of NGOs or other not-for-profit organisations.
  • Recognised leadership, credibility, and networks in Mozambique’s government, private sector, development community, or civil society.
  • Expertise in one or more of the following areas: legal affairs, finance and audit, risk management, human resources, child rights and protection, social development, education, youth empowerment, entrepreneurship, psychology, health and nutrition, marketing and communications, fundraising, or public administration.
  • Ability to commit sufficient time and energy to the responsibilities of the General Assembly.
  • Demonstrated passion for issues affecting children, youth, and families.
  • Mozambican nationality or permanent residence in Mozambique, being of legal age and in full enjoyment of civil rights.
  • Personal integrity and willingness to abide by the SOS Children’s Villages Code of Conduct, the Child and Youth Safeguarding Policy and the conflict-of-interest provisions of the Statutes.
  • Current employees of SOS Children’s Villages Mozambique, Board members, and their immediate family members (spouse, parent, child, sibling or equivalent relationship) are not eligible.
  • Successful candidates will be subject to safeguarding checks, including verification of references and review of any criminal record documentation, in accordance with SOS Children's Villages safeguarding policies.

  • A motivation letter explaining their interest in joining the General Assembly of SOS Children’s Villages Mozambique.
  • A current CV or resume highlighting relevant experience.
  • A copy of a valid identification document (Bilhete de Identidade, DIRE or passport).
  • A signed declaration of interests and names and contacts of two referees.
  • Shortlisted candidates will be asked to provide a recent criminal record certificate (Certificado de Registo Criminal).

Selection process: applications will be screened by a Nomination Panel. Shortlisted candidates will be invited to a personal meeting, and admission will be decided in accordance with the Statutes. Admitted members will take part in an orientation programme. Only shortlisted candidates will be contacted. SOS Children’s Villages Mozambique does not charge any fee at any stage of this process, and personal data will be processed confidentially and only for this purpose.
