Job Description

GENERAL DESCRIPTION

  • The Medical Officer (MO) in the Accident & Emergency is responsible for delivering prompt, high-quality, and life-saving medical care to all patients. The Medical Officer will assess, resuscitate, stabilize, and initiate treatment for acutely ill or injured patients, while ensuring compliance with clinical protocols, hospital accreditation standards, and patient safety goals.

Clinical Care & Patient Management

  • Provide immediate assessment, diagnosis, and treatment for all patients presenting to A&E.
  • Follow Clinical Practice Guidelines, Critical Care Pathways, hospital policies, and protocols.
  • Initiate and interpret investigations to support diagnosis.
  • Provide appropriate treatment and admit patients to the ward as clinically indicated, ensuring proper documentation and handover.
  • Refer patients to Consultants when necessary or upon patient request.
  • Obtain Consultant approval prior to admitting patients under their care.
  • Perform minor procedures at A&E Department or in the wards (e.g. IV cannula insertion, blood taking, Arterial Blood Gas (ABG), Toilet & Suturing of wounds, Airway management, Basic and Advanced Life Support (BLS/ACLS) etc.) especially if requested by patients and is within the MO's capabilities.
  • Attend to in-patients when requested and inform primary Consultant accordingly.
  • To assist the staff (for in-patient and out-patient) in setting up difficult IV drips or difficult procedures when requested.
  • Conduct medical examinations for panel company employees when needed.

Emergency Response & Critical Care Management

  • Respond to all emergency calls including Code Blue.
  • Respond promptly to ward emergencies and provide immediate medical care until the arrival of the Consultant.
  • Ensure continuous availability and remain contactable while on duty; not to leave hospital during shift.
  • Visit wards/ICU prior to shift (especially night duty) to familiarize with patient cases.
  • Accompany critically ill patients during inter-hospital transfers when required, ensuring that adequate medical coverage remains in the A&E Department.

Patient Safety, Compliance & Governance

  • Ensure patients’ and families’ rights are upheld at all times.
  • Comply with:
  • Private Healthcare Services and Facilities Act and Regulations
  • Personal Data Protection Act 2010 (Act 709)
  • Medical Act 1971
  • International Patient Safety Goals (IPSG)
  • MSQH, ISO, and JCI standards (where applicable)
  • Take reasonable care of personal safety and the safety of others.
  • Ensure all procedures and consultation charges on the designated Charge Form (including ward consultations and in-patient procedures).
  • Maintain accurate, complete, and timely medical records.
  • Report all accidents, incidents, and hazards to the superior using the Incident Report Form.
  • Cooperate with relevant personnel in discharging duties.

Coordination, Communication & Continuity of Care

  • Ensure proper handover and acceptance of cases between shifts.
  • Coordinate with Consultants, nurses, and multidisciplinary teams on patient care.
  • Ensure that all patients transferred from the A&E Department to another hospital are accompanied by a comprehensive referral letter, including complete investigation results and relevant imaging (e.g., X-ray films). The Medical Officer (MO) must communicate with the receiving doctor prior to transfer and document the discussion appropriately.
  • For patients referred from other hospitals for admission, obtain all relevant clinical information and contact the receiving consultant before accepting the case.
  • Manage death cases in the wards after office hours by assisting the Consultant in confirming death and recording the time of death. The cause of death must be certified by the Consultant. Resident MOs are permitted to sign the Death Certificate. Locum Medical Officers may confirm and document the time of death but are not authorized to sign the Death Certificate.
  • Complete medical reports for patients when required.
  • Assist in training programs, health talks, or lectures when required.
  • Ensure all inter-service tasks are well communicated and performed with a spirit of teamwork within the organization and group.
  • Perform duties as assigned by management from time to time.

JOB REQUIREMENTS

Education:

  • Registered with the Malaysian Medical Council with a valid license to practice as a Medical Officer.

Knowledge and Experiences:

  • Experience working in a hospital setting is an advantage.
  • Background experience of working in A&E is beneficial.

Skills & Competencies:

  • Able to provide critical care management to severely ill patients.
  • Able to perform basic tasks of patient care eg: history taking, proper clinical examination, ordering of investigations, establishing differential diagnosis, referral to necessary consultants and executing orders from consultants.
  • Basic radiology & ECG interpretation
  • Possesses certification in BLS, ACLS, NRP, PALS and MTLS.
  • Strong clinical and diagnostic skills.
  • Ability to work under pressure in emergency situations.

  • Microsoft Office Literacy.
