The Office of Intellectual Developmental Disability Supports (OIDD) is seeking a highly qualified professional to provide executive-level leadership, oversight, coordination, and compliance management for critical statewide developmental disability programs and initiatives. This position serves as a key member of OIDD's leadership team and is responsible for ensuring the effective administration of programs that support individuals with intellectual and developmental disabilities and their families throughout Louisiana. This position plays an essential role in advancing OIDD's mission by directing statewide regional operations, overseeing complex service delivery systems, and ensuring compliance with state and federal laws, regulations, and program requirements. The incumbent collaborates with internal and external stakeholders to promote consistent, high-quality services and operational excellence across the state's developmental disability service system. Due to the complexity, scope, and regulatory requirements associated with OIDD's statewide programs, this position is critical to ensuring continuity of operations, accountability, and effective service delivery. The work performed directly supports OIDD's commitment to providing person-centered services, promoting community inclusion, and improving the quality of life for individuals with intellectual and developmental disabilities across Louisiana. The successful candidate will bring strong leadership, program management, and regulatory compliance experience, along with a commitment to public service and positive outcomes for Louisiana's citizens.

Examples of duties

A current Louisiana license in a health services field, health regulation field, or social services field plus six years of experience as a licensed practitioner in hospital or nursing home administration, health services, health regulation, or social services; OR

A bachelor's degree plus six years of experience in hospital or nursing home administration, health services, health regulation, or social services; OR

A master's degree in a health services field, health regulation field, or a social services field plus five years of experience in hospital or nursing home administration, health services, health regulation, or social services.

Supplemental information

Job Duties:
Provide executive oversight and management of statewide OIDD regional operations and developmental disability programs.
• Serve as the primary liaison between OIDD and Louisiana's ten Local Governing Entities (LGEs).
• Direct statewide programs including the Flexible Family Fund (FFF), Individual and Family Support (IFS), Preadmission Screening and Resident Review (PASRR), ICF/DD Admission Certification, and eligibility determination processes.
• Ensure compliance with the Act 421 Children's Medicaid Option Program and other Medicaid-related initiatives.
• Oversee regional operations for the EarlySteps Program and support service delivery for infants and toddlers with developmental disabilities.
• Manage implementation of the My Place/Money Follows the Person (MFP) Rebalancing Demonstration Grant Program and other federally funded initiatives.
• Direct policy development, operational compliance activities, contract management, budget oversight, and program performance monitoring.
• Coordinate crisis placements and matters involving Louisiana Department of Health custody responsibilities.
• Ensure compliance with federal and state regulations, grant requirements, and departmental policies.
• Provide leadership, supervision, performance management, and professional development for assigned staff and program managers.
• Collaborate with stakeholders, providers, state agencies, and community partners to improve program outcomes and service delivery.
