Unified Health Partners, LLC (UHP) holds Contract FA664326C0002 (awarded from RFQ FA664326Q0004) for HQ AFRC/SG Aeromedical Case Management Support. The official start date is 20 October 2026, following the 30-day contract phase-in. Prior to that date, personnel may be required to complete administrative functions or Government-provided training and may bill up to 2 hours per week for approved pre-start time. The base period of performance is 21 September 2026 – 20 September 2027, with four 12-month option periods. Overtime is not authorized on this contract unless approved by the client.

  1. Position Summary
  2. Carry the intake and data-entry throughput for the HQ AFRC case-management team — the highest-volume lane on the contract at roughly 1,350 data entry and case-status update actions per month. You load cases into the appropriate electronic system of record, complete technician-level inputs for front- and back-end management, keep every system of record current as case status changes, coordinate evaluation scheduling with ACS and MTFs, and screen and route incoming and outgoing correspondence. You are cross-trained on all team functions and rotate to cover adjudication support during surge.

  4. Required Qualifications
  • Domain experience: Demonstrated experience processing and managing physical exams and medical standards — acquired through a military medical environment (e.g., USAF Physical Exam Standards / PES, aeromedical, or reserve medical unit) OR an equivalent civilian aeromedical, occupational health, or disability evaluation system (DES) environment.
  • Regulatory knowledge: Working knowledge of medical standards for retention, flying classes, Line of Duty (LOD) determinations, and special operational duty for the USAF; familiarity with the Aeromedical Waiver Guide (AMWG) and the Medical Standards Directory (MSD), applicable AFIs, and 422/469 and DES processes (or the ability to rapidly acquire it).
  • Medical literacy: Basic knowledge of anatomy, physiology, disorders of human body systems, and emergency medical care procedures; proficiency with medical terminology and ICD-10 coding, used accurately when documenting cases.
  • Communication & administrative skills: Excellent oral and written communication; ability to translate complex medical/administrative instructions to service members at their comprehension level; project-management / workflow-tracking ability.
  • Technical skills: Proficiency with Adobe PDF and Microsoft Office (Word, Excel, Outlook, PowerPoint); proficient typing on both QWERTY and 9-key/numeric pads.
  • Baseline requirements: Able to work independently with strong time-management and prioritization skills; exceptional customer-service skills; fluent in reading, writing, speaking, and understanding English.
  • Data-integrity & throughput strength: Demonstrated high-volume, high-accuracy data entry across multiple systems of record; proficient typing on QWERTY and 9-key/numeric pads; scheduling and appointment coordination experience.
  1. Systems You'll Use (Government-Provided Access & Training)
  2. The Government furnishes access to all systems of record, the government-configured computer/network you will use, and system-specific training. You do not need to own, license, or bring these systems — access is granted after your Tier 1 background investigation clears. You must be proficient in, or able to rapidly acquire proficiency in:
  • AIMWTS — Aeromedical Information Management Waiver Tracking System (waiver case documentation and routing).
  • ECT — Electronic Case Tracking (AFRC case-management workflow / system of record).
  • PEPP — Physical Examination Processing Program (exam ordering, processing, and closeout).
  • MEDXS — Air Force medical readiness applications portal.
  • JLV — Joint Longitudinal Viewer (read-only DoD/VA/community medical record viewer).
  • MICT — Management Internal Control Toolset (self-assessment / compliance checklists).
  • PHA — Periodic Health Assessment programs; plus Salesforce, Moveit CIB, MyFSS, BOMC KX, Microsoft Office and Adobe PDF.
  1. Preferred / Highly Desired
  • In-depth knowledge of Line of Duty (LOD) determinations and Medical Evaluation Board (MEB) processes.
  • Prior hands-on experience in a USAF/AFRC/ARC aeromedical or reserve medical unit, or with the specific systems above (AIMWTS, ECT, PEPP) — clears the System-Experience gate with proof rather than crosswalk.
  • Prior experience in a high-volume medical records, patient administration, or scheduling office.
  1. Clearance & Onboarding Requirements
  • U.S. person / background investigation: Must complete Standard Form 85 (SF-85), Questionnaire for Non-Sensitive Positions, and must obtain and maintain a favorable Tier 1 (T1) National Agency Check with Inquiries (NACI), or meet the current requirements of DoDM 1000.13-M-VI. The SF-85 is lengthy and asks for detailed residence, employment and reference history; the investigation must be completed and favorably adjudicated, not merely submitted. Tier 1 certification is required within 30 days of contract start; no network or system access is granted without a valid T1 or approved interim access. (Investigation cost is covered by the employer, not the candidate.)
  • Non-Disclosure Agreement: Must sign the AFRC/SG Non-Disclosure Agreement (PWS Appendix C) prior to beginning performance.
  • Required training: Must complete DoD Information Assurance Cyber Awareness Challenge, HIPAA, Privacy Act, and Derivative Classification training (government-provided).
  1. Work Environment & Conditions
  • Location: On-site at HQ Air Force Reserve Command, Robins AFB (Warner Robins), GA. Single site; travel is not required. Relocation and travel are not reimbursed.
  • Schedule: Full-time, normally 8 hours/day between 0800–1600 ET, Monday–Friday (core hours 0900–1500 ET), excluding federal holidays and Air Force Family/Down Days. Overtime is not authorized on this contract unless approved by the client; flex-time is permitted to meet performance requirements without incurring overtime.
  • Telework: Situational telework only, with prior COR approval, using a government-approved VPN in compliance with DoDI 1035.01p and 48 CFR Part 40; sensitive data may not be stored on local/unapproved devices.
  • Non-personal services: You are an employee of the contractor (UHP), take direction from and are supervised by UHP (not the Government), and will identify yourself as contractor personnel at all times.
  • Compensation: Service Contract Act, Wage Determination 2015-4495, labor category 12190 (Medical Record Technician). Base wage $21.48/hr with Health & Welfare $5.55/hr; non-exempt.
  1. Performance Standards You Will Be Measured Against
  2. The Government evaluates contractor performance against the PWS Services Summary using a Quality Assurance Surveillance Plan, with monthly COR sampling of case trackers, electronic system audits, phone and email logs, and customer feedback. Surveillance begins on Day 31, after the phase-in period. The thresholds that apply to this position are:
  • Case processing, updates and data entry across systems of record are performed with 90% or better accuracy per month. (PWS 4.2, objective 2.2)
  • Directed corrections are completed within one (1) duty day — 24 hours — of notification, 95% of the time per month. (PWS 4.2, objective 2.2)
  • Response timeliness standards are met 95% of the time per month — calls within 2 duty days, emails within 3 duty days, urgent cases same day — and correspondence is routed with 90% or better accuracy per month. (PWS 4.2, objective 2.4)
  • Load cases into the appropriate electronic system of record and complete technician-level inputs for front-end and back-end management. (PWS 2.2.6, 2.2.7)
  • Update AIMWTS, ECT, PEPP, MEDXS, and other systems of record with current case status as needed, especially when case status changes (~1,350 data entry / case status update actions per month, including PSC tracking outside of ECT). (PWS 2.2.1, 2.5)
  • Ensure accuracy of data entry and case processing; correct identified errors within the timeframe established in the Services Summary. (PWS 2.2.9, 4.2)
  • Review all cases submitted from reserve medical units (RMUs), the Aeromedical Consult Service (ACS), and Recruiting Services (RS), and ensure pertinent data is included with case results. (PWS 2.2.12)
  • Coordinate and assist with scheduling evaluations using all available resources — ACS, the nearest MTF to the member, and outside civilian agencies (~81 scheduling and coordination actions per month, including IFC/MFS appointments). (PWS 2.2.11, 2.5)
  • Screen, review, and route incoming and outgoing correspondence, materials, publications, regulations, and directives (~432 actions per month); identify items requiring escalation to designated Government personnel, referral to appropriate staff, or rerouting to other organizations. (PWS 2.4.4, 2.5)
  • Perform clerical and administrative services, including the use of automated programs and software to produce required databases, spreadsheets, and graphics. (PWS 2.3.5)
  • Prepare recurring and some nonrecurring correspondence, reports, and other documents; review and finalize correspondence and documents prepared by others in handwritten or electronic drafts.
  • Track cases through the review process and keep RMUs and the Chief, Medical Standards informed of case status. (PWS 2.2.10)
  • Complete administrative due-outs as directed (~702 per month, aligned with final disposition compilation). (PWS 2.3.11, 2.5)
  • Cross-cover adjudication support, final disposition compilation, and the unit/member help desk as directed to balance workload. (PWS 2.2, 2.4)
