Examples of duties

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Supplemental information

Job Duties:

  • Develops and maintains Medicaid managed care projection models, analyzing enrollment, capitation payments, expenditures, trends, and emerging fiscal impacts.
  • Conducts projection-to-actual variance analyses to identify spending trends, investigate discrepancies, and assess potential budget implications.
  • Analyzes managed care financing mechanisms, including directed payments, MCIP, premium taxes, and other funding structures, to support financial projections and recommendations.
  • Reviews managed care plan financial reports for compliance with federal and state requirements, contracts, and applicable regulations.
  • Monitors managed care plan financial performance, expenses, reserves, and cost trends to identify risks, anomalies, and opportunities for improved financial oversight.
  • Develops and coordinates annual Medicaid budget requests, fiscal impact statements, legislative materials, budget adjustments, and supporting documentation.
  • Prepares financial reports, dashboards, data visualizations, and analytical summaries to support leadership decision-making, budget development, reporting, and program oversight.

PREFERRED QUALIFICATIONS:

  • Experience in accounting, budgeting, forecasting, fiscal analysis, or other quantitative data analysis.
  • Advanced proficiency with Microsoft Excel, including experience developing, maintaining, or analyzing complex spreadsheets and financial models.
  • Experience using LaGov and Business Objects for financial reporting, data analysis, or budget monitoring.
