The Department of Labor Relations (DLR) is a neutral agency charged with administering the Commonwealth's collective bargaining statutes. The Department exercises jurisdiction over public sector employers In Massachusetts and the labor organizations that represent their employees pursuant to M.G.L. c.150E and M.G.L. c.150A. In addition, the DLR's jurisdiction extends to a small number of private sector employers who do not fall under the jurisdiction of the National Labor Relations Board as well as administration of M.G.L. c.150F pertaining to transportation network drivers.

The DLR is seeking a Mediator (Program Coordinator III) to provide public sector labor mediation services. The position requires the demonstrated ability to provide a range of mediation services, including contract mediation, grievance mediation, and unfair labor practice charge mediation, by employing various dispute resolution and mediation techniques to facilitate communication between the parties, further parties' understanding of different perspectives, and guide parties toward mutual agreement and settlement. The successful applicant will have had experience in negotiating and mediating collective bargaining agreements, coupled with demonstrated knowledge of and/or experience with Massachusetts collective bargaining laws.

This position requires frequent travel throughout the Commonwealth. All applicants must have a current driver’s license.
SALARY PLACEMENT IS DETERMINED BY YEARS OF EXPERIENCE AND EDUCATION DIRECTLY RELATED TO THE POSITION AND THE HUMAN RESOURCES DIVISION’S RECRUITING GUIDELINES.

Qualifications

First consideration will be given to those applicants that apply within the first 14 days.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.

Substitutions:

I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience.*

II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience.*

III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.*

*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

NOTE: No substitutions will be permitted for the required (B) experience.
