The position reports to the Site Quality Manager or supervisor and provides inspection services to support the site quality program on projects. The purpose of this position is to perform the essential job duties and functions listed below with the overall objective of providing our clients and Fluor with projects that comply with the quality requirements stipulated in our prime contracts.
• Review and become familiar with the project technical requirements such as the prime contract, applicable codes, standards, and specifications
• Perform, as directed by supervision, various inspections, examinations, and tests to determine compliance with applicable specifications, drawings, procedures, codes, and standards
• Monitor/inspect project and construction execution by regular surveillance and/or inspection as directed by the Site Quality Manager or supervisor to ensure that they comply with project requirements. Issue surveillance or inspection reports to appropriate parties and follow up until closure as required
• Participate, when requested by the Site Quality Manager or supervisor, with the identification of nonconforming conditions and document them on nonconformance reports
• Plan, organize, and carry out assignments as directed
• Other duties as assigned
Perform civil engineering design for earthwork, site grading, roads, paving, and drainage systems
Review and verify contractor design deliverables to ensure safety, quality, and compliance
Coordinate civil design with other engineering disciplines throughout project phases
Support FEED and Detailed Design for greenfield and brownfield projects
Prepare design calculations, Basis of Design documents, specifications, and standards
Develop scopes of work for geotechnical investigations, topographical surveys, and underground scanning surveys
Participate in 3D model reviews using industry software
Review vendor drawings and prepare material take‑offs
Provide guidance and mentorship to junior engineers and designers
Perform physical inspections across multiple disciplines including welding, piping, civil works, concrete, buildings, fixed and rotating equipment, electrical systems, control systems, coatings, insulation, and non‑destructive testing
Communicate effectively with management, coworkers, clients, vendors, contractors, and visitors
Apply knowledge of applicable local, state, provincial, and national regulations
Work with strong attention to detail and in a time‑efficient manner
Bachelor’s degree in Civil or Structural Engineering
Diploma or Engineering Degree accepted for mechanical inspection roles
Combination of education and directly related experience totaling at least seven years (may vary by location)
Minimum of 10 years of civil engineering experience in petrochemical, fertilizer, refining, oil, or gas industries
5 to 7 years of experience with a recognized international FEED or EPC contractor
Experience in FEED and Detailed Design for greenfield and brownfield projects
Site or construction experience is an advantage
Minimum of three years of experience working as a quality inspector
Strong English communication skills
Ability to work effectively with others
Ability to speak or read multiple languages is an advantage
Technical Skills and Certifications
Knowledge of international design codes including AASHTO, ACI, API, ASTM, AWWA, NFPA, and PIP
Strong knowledge of ASME, API, AWS, and NACE codes
Experience in earthwork design, rough and finish grading
Roads and paving design including geometric design
Site development, fencing, and gate layout
Familiarity with local codes such as HCIS and RC
Experience in stormwater, sanitary sewer, firewater, and contaminated drainage design
Hydraulic design for evaporation ponds and first‑flush ponds
Proficiency in CivilStorm, SewerGEMS, Civil 3D, OpenRoads, or similar software
Ability to prepare design reports, specifications, and standards
Experience with 3D project execution and model review tools
Experience with piping, vessels, welding, NDT, and QC documentation
Certifications such as API, ASNT Level II, CWI, or CSWIP
Aramco CBT approval is typically required
Ability to pass internal certifications for visual examination and radiographic interpretation
Intermediate to advanced computer skills including word processing, email, spreadsheets, and presentations
