The primary function of this position is to ensure Oxy's oil and gas sales volumes are measured in accordance with company and industry standards in his/her area of responsibility. Employee is responsible for calibrating and witnessing third party measurement activities, operational and revenue oil and gas meters. This position is responsible for monitoring internal measurement audits for all custody run tickets and documenting compliance with the Oxy Measurement Standards. Responsible for QA/QC of Oil/Water/Gas measurement activities. This includes working closely with Operations to ensure all measurement activities are being followed per the Oxy Measurement Standards and the appropriate API/MPMS and AGA guidelines. Works closely with the Operations Teams, Automation Construction and Commissioning Team, and Automation Engineering Support Team. Assist with training of operations staff regarding measurement requirements
Supports Measurement Manager and Measurement Leader in implementing vision
Provide input for business planning cycles
Support regional asset leadership to help achieve goals
Schedules and completes PMs for all measurement activities.
Ensure compliance with the Oxy Measurement Standards, API and AGA guidelines.
Communicate with Measurement Leader, Operations, Regulatory and Production Accounting on issues or errors in reporting.
Responsible for identification, data collection, and resolution of measurement errors that result in the loss of volume or revenue due to human or mechanical failures.
Responsible for upgrades or new installations of gas measurement custody transfer devices and systems. This includes directing contractors and company personnel on proper design and installation in accordance with industry standards.
Provide measurement support for non-custody transfer metering such as well test, operational metering, and “check” measurement.
Education:
High school diploma
Professional/Technical Knowledge:
Working knowledge of the following as they pertain to measurement
• American Petroleum Institute’s (API) guidelines
• Manual of Petroleum Measurement Standards (MPMS)
• American Gas Association (AGA) guidelines
• American Society for Testing and Materials (ASTM)
• Third Party Transportation Standards
• Texas Railroad Commission (TRRC), University Lands, Texas GLO
• NMODC/BLM
Working knowledge of surface operations
Professional/Technical Qualifications/License/Certifications
Valid driver ’s License with good Driving record
Experience:
3 years’ experience in LACT Meter operations, calibration of gas measurement devices and repair/maintenance of measurement equipment. Must have working knowledge of AGA and API requirements and procedures
Skills & Competencies:
Responsible attitude for personal safety and the safety of co-workers, contractors, and the public
Diagnosis and repair of control systems (PLC, Relay Logic)
Ability to troubleshoot mechanical problems, solve minor mechanical problems, and perform root cause failure analysis
