The International Rescue Committee is a well-recognized international non-profit organization (USA-Based) working in over 40 countries worldwide. It delivers comprehensive humanitarian and development services, implementing numerous projects in partnership with federal and provincial governments and with the support of generous donors, to improve the lives and livelihoods of populations affected by disasters, floods, and other emergencies.

Job Overview/Summary:

The International Rescue Committee is initiating a protection focused project funded by IOM. The project will aim to enhance the safety, dignity, resilience of vulnerable communities in five target districts in Khyber Pakhtunkhwa by improving access to specialized protection and legal assistance services, enhancing awareness of legal and human rights, and reinforcing community-level and stakeholder capacities, through an integrated, inclusive, and community-led protection system.

The International Rescue Committee (IRC) is seeking a dynamic and self-motivated individual for the position of Monitoring Evaluation Accountability and Learning Officer. The position will be based in Peshawar Office of Khyber Pakhtunkhwa Province and will report to MEAL Manager, Islamabad.

Major Responsibilities:

• Support the MEAL Manager to implement the MEAL plans and ensure real time analytics to guide the quality of the programme and implementation.
• Assist in developing analysis dashboards against project indicators at province and district level.
• Ensure that data is collected and entered data management system on a regular basis.
• Validate data for completeness, correctness, consistency and follow up on any data quality issues.
• Review and develop appropriate formats, data collection tools and systems for monitoring and evaluating programs, assuring quality and managing data according to internal and international standards.
• In collaboration with the MEAL Manager and Project teams, carry out regular participatory project monitoring as well as activities according to agreed systems, procedures and standards.
• Prepare and submit regular monitoring reports to the MEAL Manager, with copies shared with the Program management in KP.
• Extend needful support to program teams to track progress of the project activities in line with the agreed output and outcome level performance indicators and beneficiary numbers using standardized formats and systems, to establish/maintain data storage and dissemination systems.
• Help the program team/leads in taking data-informed decisions based on monitoring data and findings.
• Assist in the design, collection and analysis of data and information for assessments, surveys and evaluations as required by the MEAL and the program teams as per projects requirements.
• Conduct data quality assessments, audits, and support relevant teams in improved data management practices.
• Will represent MEAL during program review meetings and other events to share MEAL updates and/or making presentations if required.
• Facilitate program team to develop and adopt quality standards for their program interventions and ensure the placement of these standards.
• Conduct surveys and studies under the project to assess the relevance, effectiveness, efficiency, and impacts of interventions over the project life.
• Promote accountability and ensure compliance with IRCWAY policies, global Humanitarian Standards for Quality and Accountability, including the Client Feedbacks and Complaints Response Mechanism, to ensure that target communities and people are at the center of IRC response.
• Ensure proactive and reactive feedback collection from beneficiaries and help the project team and partner to use these for informed decision making.
• Maintain proper filing system of monitoring and data related documents in hard as well as in soft.
• Lead documentation of lessons learnt from program implementation. Coordinate with program leads, partners and communities in documenting lessons learnt.
• Document, finalize and share Case Studies, Human Interest Stories and Most Significant Change Stories.
• Carry out other such tasks as assigned by the supervisor.

Key Working Relationships: Position Administratively Reports to Office Incharge and Technically to the MEAL Manager Islamabad and Closely Coordinates to, the MIS team, and Outreach teams.

Job Requirements:

a) Education:

Bachelor's degree required; Master's degree preferred. Preference to candidates with degree in Social Sciences, Statistics, Economics, or related field.

b) Work Experience:

• Minimum 03-year work experience with an NGO/INGO or in offices.
• At least 2 years of relevant experience in Monitoring, Evaluation, Accountability, and Learning (MEAL), preferably in development/humanitarian sectors.
• Proven working experience in Monitoring, Evaluations, Accountability, and awareness about CHS.
• Proven skills in collection, analysis and reporting of quantitative and qualitative data and analytical reports.
• Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations.
• Ability to manage a large and varied workload, work under pressure and meet deadlines
• Demonstrated Skills and Competencies:
• Good understanding of quantitative and qualitative data collection and analysis methods.
• Field monitoring and data collection skills, including comfort with regular field travel.
• Basic data management and data quality assurance skills.
• Good report writing and documentation skills.
• Strong communication and coordination skills.

· Willingness to travel extensively within community/outreach areas, including door to door visits, meet deadlines and manage multiple tasks

· Always maintain confidentiality and proper handling of beneficiary and client feedback data, in line with IRC Data Protection and Security Guidelines.

Note: The interviews will be conducted on rolling basis, and only shortlisted candidates will be called for an interview.
