Role and responsibilities

The IM Officer is responsible for designing, developing, and maintaining information management systems and digital workflows that support programme and MEAL needs, ensuring data quality, integrity, and accessibility. The role includes leading the deployment of digital data collection tools, managing databases, and conducting data cleaning, and validation. The IM Officer produces dashboards, visualizations, and data summaries to support decision-making and donor reporting, while also supporting programme teams with beneficiary data systems, digital solutions, and informational products that showcase programme achievements, such as Dashboards and Fact Sheets. In addition, the role provides training and technical support to staff and partners, ensures compliance with data protection standards, and collaborates with programme and technical teams to continuously improve IM systems and practices.

Generic responsibilities

  1. Support the creation, implementation and daily management of IM/Digital systems and databases.

  2. Provide technical troubleshooting and improvements for digital platforms and dashboards.

  3. Ensure compliance with NRC’s information security and data protection policies.

  4. Support integration of IM/Digital systems with MEAL, Community Feedback Mechanisms (CFM), and programme tools.

  5. Build capacity of NRC staff and partners on IM/Digital practices.

  6. Ensure quality, accuracy, and timely flow of information for reporting and decision-making.

  7. Compliance and adherence to NRC policies, guidance and procedures, and a specific responsibility for the IM/Digital policies and procedures

Specific responsibilities

  1. Design, develop, and maintain information management systems and digital workflows tailored to programme and MEAL needs, ensuring scalability, data integrity, and user accessibility.

  2. Lead the design, testing, and deployment of digital data collection tools (e.g., Kobo, ODK, SurveyCTO, CommCare).

  3. Manage and maintain CO and/or AO-level databases, ensuring data consistency, proper disaggregation, and secure backups.

  4. Conduct data quality assurance processes, including data cleaning, validation, coding, and routine error checks.

  5. Develop and update dashboards, visualizations, and reporting tools (e.g., Power BI, Excel, GIS platforms) to support decision-making.

  6. Support programme teams with digital participants registration, verification systems, and data tracking tools (e.g., RedRose, CRM systems).

  7. Produce regular data summaries, 5Ws, and beneficiary statistics to support internal and donor reporting requirements as well as information products for external audiences.

  8. Provide training and technical support to NRC and partner staff on data collection tools, data management practices, and data protection standards.

  9. Collaborate with programme teams, Area Offices, and Core Competency Specialists to adapt IM and digital solutions to project needs.

  10. Ensure compliance with data protection, confidentiality, and information security standards across all IM processes.

  11. Carry out any other tasks relevant to the function as delegated by the line manager

Generic professional competencies:

  • Minimum 3 years’ experience in systems administration, design and development, including conceptualizing and implementing technology-based solutions to enable access to services.

  • Degree in Information Technology, Information Management or Computer Science.

  • Previous working experience in implementing digital and technology-enabled programming in emergency programme cycle (e.g. with mobile money ecosystems).

  • Experience in contributing to participatory discussions, learning workshops, and capacity-building activities.

  • Fluency in Arabic and English, both written and verbal.

Professional competencies for this position:

  • Familiarity with the political and humanitarian context in the West Bank and Gaza.

  • Experience in or working with mobile network operators or AI chatbots, preferable;

  • Experience working with and understanding software such as Red Rose, LMMS, MasterCard Aid Network, ODK or other form builders and familiarity with Digital Communication Cloud Based tools such as Twilio, and Tele rivet.

  • Knowledge of CRMs, communication API, etc.

  • While NRC has the ability to offer in-person and remote contracts for this position, preference will be given to candidates who are physically present in the duty station of hiring.

We value reliability and organizational skills, and we are looking for someone who can communicate effectively, work well in a team, and handle pressure. Basic analytical and IT skills are also desirable.

Additional Information:

Contract duration 6 months.

Working hours: 38 hours/week, Sun-Thu (5 days per week)
