ROLE PURPOSE:

As a member of the Monitoring, Evaluation, Accountability and Learning (MEAL) Team, the MEAL Assistant provides hands-on support and leads on specific MEAL activities and deliverables, which will provide essential support to the Sustaining Education and Learning (SEAL) World Bank funded project.

The MEAL Assistant would play a vital role in piloting, testing, implementing activities that support the project in monitoring, accountability and learning plans.

The MEAL Assistant will support the SEAL team in strengthening monitoring and evaluations systems in place to ensure thatproject activities are implemented in a quality manner and are accountable to beneficiaries and donor. The position also supports effective accountability systems with partners, including beneficiary complaints and response systems; and will contribute to program(s) learning framework, as well report on Information management system.

SCOPE OF ROLE:

Reports to: MEAL Officer or MEAL Coordinator

Location: Aden/Lahj (1), Ad Dalea (1), Hayes – AlHodeidah (1)

ROLE PURPOSE:

As a member of the Monitoring, Evaluation, Accountability and Learning (MEAL) Team, the MEAL Assistant provides hands-on support and leads on specific MEAL activities and deliverables, which will provide essential support to the Sustaining Education and Learning (SEAL) World Bank funded project.

The MEAL Assistant will support the SEAL team in strengthening monitoring and evaluations systems in place to ensure thatproject activities are implemented in a quality manner and are accountable to beneficiaries and donor. The position also supports effective accountability systems with partners, including beneficiary complaints and response systems; and will contribute to program(s) learning framework, as well report on Information management system.

KEY AREAS OF ACCOUNTABILITY :

A. Monitoring:

  • Implement Monitoring Checklist of project activities. Translate it into local language, if required.
  • Collaborate with program staffs on project related monitoring and accountability routine activities; PRIME reporting and indicator performance tracking.
  • Organize frequent field visit to monitor project Quality Benchmarks and observations and reports to concerned project management team based on quality and accountability findings and incorporate inputs from project team in action agreed plan.
  • Support project staff to strengthen joint planning and monitoring with stakeholders.
  • Contribute to the quality of project design – reviewing log-frames, results frameworks, project plan, strategic plans, MEAL Plan, etc.
  • Technical support in collecting quality data and analysis against the performance indicators and targets on periodic basis
  • Ensure the quality of reporting data and verify those data and information from sources periodically on sample basis.
  • Carry out follow-up monitoring visits to materialize agreed action in the action plan; also maintain Monitoring-Action Plan Tracker' at field level.
  • Maintain close coordination with MEAL Coordinator on Quality and Accountability issues. Share all information (monitoring reports, FRM database preliminary inquiry reports) with MEAL Coordinator.
  • B. Evaluation:

  • Assist the MEAL team in all formative, operational, and contextual assessments and situation analysis reviews.
  • Assist the MEAL team in preparing and conducting profile studies.
  • C. Accountability:

  • Establish an effective functional system for complaints/feedback handling and response mechanisms at community level in the support of the MEAL Assistant.
  • Ensure the Feedback Response Mechanisms are functional and accessible to beneficiaries.
  • Develop regular accountability trend analysis of feedback at organizational level and share it with program team as per protocols.
  • To assist MEAL Coordinator in carrying out preliminary first verification report in case of serious nature of complaints filed by beneficiaries/communities and support for investigation of that types of complaints as per FRM protocol.
  • On quality and accountability issues, share all information (monitoring reports, preliminary verification reports, etc)
  • Share MEAL findings & FRM issues in each monthly meeting as defined in the protocol.

D. Learning:

  • Assist the MEAL team in developing quality reports and findings.
  • Ensure the key learning's are incorporated in upcoming plan and interventions.

E. Reporting:

  • Produce and share MEAL monthly, quarterly, half yearly and cumulative yearly compile report to the MEAL Coordinator and project team through the proper channels.
  • Ensure that all the data related to MEAL action Plan tracker & FRM database are recorded and updated in a timely manner through MEAL Assistant.
  • Coordinate closely with the all SC staffs and report with updated complaints registered, their resolution process, Action plan tracker & other MEAL related issues.

Any other relevant tasks.

    QUALIFICATIONS

  • Bachelor’s degree in Social since , Statictics, Information management, Education or any relivent field.

EXPERIENCE AND SKILLS

Essential

  • Minimum 3 years of progressive professional experience in M&E.
  • Experience with M&E methodologies; Facilitation, training, presentation and conducting of qualitative and quantitative assessment; developing and improving monitoring and accountability systems
  • Ability to write clear and well-argued assessment and project reports.
  • Experience of, and commitment to working through systems of community participation and accountability
  • Experience of training and capacity building
  • Strong computer skills, including the use of MS Office apps and KOBOToolbox
  • English proficiency is required

Desirable

  • Bright, analytical, independent and reliable person.
  • Ability to work with minimum supervision, and solve problems independently.
  • Ability to identify and solve issues related to monitoring and evaluation.
  • Experience with Education development programs, including knowledge of EMIS is preferred;
  • Experience of representation and ability to represent SC effectively in external forums.

(Embed counter-fraud and ethical controls in all operational processes, ensuring compliance with donor and legal requirements, while collaborating with Finance and Counter-Fraud teams to mitigate risks and conduct assessments for high-value programs)
