The requirements

ESSENTIAL QUALIFICATIONS
Education:

Bachelor’s degree in Statistics, Economics, Social Sciences, Development Studies, or related field (Master’s degree is preferred).

Work Experience:

  • Minimum 3–5 years of relevant experience in M&E / MEAL / programme monitoring
  • Proven experience in baseline, midline, and endline studies
  • Experience with donor-funded projects and reporting requirements
  • Experience working in DRR, resilience, or humanitarian programmes, including remote or challenging environments

Knowledge/skills:

  • Strong knowledge of Results-Based Management (RBM) and theory of change
  • Solid understanding of Logical Framework Approach (LFA) and indicator tracking
  • Experience in data quality assurance (DQA) and verification protocols
  • Strong analytical, reporting, and communication skills

Technical Skills

  • Advanced Excel (required)
  • Experience with mobile data collection tools (Kobo, ODK, SurveyCTO)
  • Knowledge of quantitative sampling methodologies and survey design
  • Experience with data visualization tools (Power BI, Tableau)
  • Familiarity with GIS tools (QGIS/ArcGIS) for spatial analysis (asset).

Sector-Specific Knowledge (Asset)

  • Understanding of community-based DRR approaches
  • Experience integrating climate, hazard, and DRR indicators
  • Familiarity with hazard monitoring and early warning systems
  • Knowledge of government coordination mechanisms in Tajikistan

The position

OVERALL OBJECTIVE
The ARCH project is a climate resilience and disaster risk reduction initiative co-funded by the Swiss Agency for Development and Cooperation and implemented by the Aga Khan Foundation in Tajikistan. The project aims to strengthen the resilience of vulnerable mountain communities, particularly in GBAO, by improving understanding of climate and hazard-related risks, enhancing institutional and local capacities, and supporting practical measures that reduce exposure to disasters.

AKF Tjk is seeking an individual for the M&E Officer position, based in Khorog, GBAO, Tajikistan.

This position is open to Tajik nationals only.

JOB SCOPE
Under the overall guidance of the Program Lead and the direct supervision of the ARCH Project Manager, the M&E Officer is responsible for designing, implementing, and managing monitoring and evaluation systems to ensure that project performance is effectively tracked, measured, and reported. The role supports evidence-based decision-making, accountability to donors and stakeholders, and continuous learning and improvement.

ROLES AND RESPONSIBILITIES:
Monitoring & Field Oversight

  • Lead and coordinate monitoring activities by conducting regular field visits across target areas to assess implementation progress, output delivery, and outcome-level changes.
  • Monitoring hazard trends (floods, avalanches, earthquakes, etc.).
  • Monitoring of preparedness activities (SiMEX, EWS, drills, contingency plans, CERT, stockpiles, HVRA, IHA, etc.).
  • Coordinating with technical sectors to monitor the hard components (Shelter, multipurpose playgrounds, etc.).

Data Collection, Management & Quality Assurance

  • Collect, verify, and validate quantitative and qualitative data related to programme activities, ensuring accuracy, reliability, and compliance with established data quality standards.
  • Maintain and regularly update the programme database, ensuring systematic storage, documentation, and traceability of project-related information.
  • Establish and maintain data management and visualization tools, including dashboards and performance tracking systems to enhance decision-making.

Reporting & Data Analysis

  • Analyze programme performance data and produce evidence-based insights to support monthly, quarterly, and annual reporting requirements.
  • Prepare high-quality narrative and analytical reports for donors, government stakeholders, and internal management in accordance with reporting guidelines.

Evaluations & Studies

  • Support and coordinate baseline, midline, and endline studies, including survey design, implementation oversight, and validation of findings.

Compliance, Accountability & Audits

  • Ensure compliance with donor monitoring requirements, maintain indicator evidence files, and support audit processes and monitoring missions.

Coordination, Representation & Stakeholder Engagement

  • Participate in programme-related workshops, steering committees, coordination meetings, and stakeholder engagements, representing the M&E function as required.

Project Management Support

  • Provide overall support to project management of the ARCH project, contributing to planning, risk tracking, and performance review processes, and perform other duties as assigned.
