Job Description

Your Role

The Communication Governance team is responsible for developing and deploying member-facing and B2B communications that are regulated and/or operational. This team also works cross-functionally to ensure all member-facing communications are compliant, on-brand, and support a quality member experience. The Marketing Communications Principal will report to the Sr. Manager, Communication Governance. In this role you will collaborate with a team of communicators dedicated to driving key client satisfaction and retention of Blue Shield members located throughout California.

Your Work

In this role, you will:

  • Lead strategy and execution for member communications required by health plan regulatory and legislative mandates
  • Assess B2B impacts of mandates and provide strategic communication guidance to Sales and Account Management teams
  • Interpret emerging requirements and determine communication implications across lines of business
  • Serve as a recognized subject matter expert, influencing enterprise strategy and advancing best practices across the organization
  • Translate complex regulatory requirements into scalable communication frameworks and implementation plans
  • Influence enterprise decisions by identifying communication risks, dependencies, and stakeholder impacts
  • Drive continuous improvement through process optimization, operational efficiencies, and governance enhancements
  • Provide leadership with actionable reporting and recommendations related to regulatory change, communication impacts, and enterprise readiness
  • Manage the end-to-end execution of print communications, partnering with internal stakeholders and external vendors to ensure timely, accurate, and compliant delivery
  • Collaborate with digital communication teams and channel owners to develop, coordinate, and deploy compliant communications across email, web, portal, and other digital platforms
  • Advance a digital-first communication strategy by identifying opportunities to modernize communication delivery, improve stakeholder experience, and increase adoption of digital channels while meeting regulatory requirements

Your Knowledge and Experience

  • Requires a bachelor’s degree or equivalent experience
  • Requires at least 10 years of experience in communications, healthcare, regulatory affairs, or a related field
  • Requires experience in interpreting complex regulatory requirements and translating them into member and B2B facing communications
  • Requires strong understanding of health plan operations, regulatory requirements, and communication compliance standards
  • Proven ability to influence stakeholders and drive alignment without direct authority
  • Exceptional written, verbal, and executive communications skills
  • Exceptional project management and organizational skills with the ability to manage multiple priorities simultaneously
  • Demonstrated ability to work independently and drive outcomes with minimal supervision
  • Preferred qualifications:
    • Master’s degree in Business Administration, Public Health, Healthcare Administration, Law (JD), or a related field
    • Experience with a managed care organization, health plan, healthcare payer, or regulatory environment
    • Knowledge of Commercial, Medicare, and Medi-Cal communication requirements
    • Experience supporting communication requirements of federal and state healthcare mandates and regulatory changes
    • Familiarity with DMHC, CMS, DHCS, and other healthcare regulatory agencies
    • Knowledge of communication governance, approval workflows, and operational communication processes
    • Familiarity with AI and automation concepts, and how they are transforming business processes

Hybrid

This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week.

Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.
