This position manages activities related to the development and implementation of training activities for the Energy Supply & Market Operations (ESMO) Energy Controllers. This role is responsible for maintaining compliance with all North American Electric Reliability Corporation (NERC), Electric Reliability Council of Texas (ERCOT), and CPS Energy training requirements. This role continuously evaluates changes in wholesale market design and generation portfolio resources to incorporate effective training solutions for delivering operational success. This role will develop tools, presentations, and resources to support ESMO Energy Controllers in obtaining and maintaining NERC certifications. This role will provide intra-departmental training for other business units as needed regarding market operations. This role will also manage proper documentation and tracking of all training to maintain compliance with all external and internal requirements.

Tasks and Responsibilities

  • Provides initial, periodic, annual, and on-demand training for all ESMO Energy Controllers related to NERC PER-005 and ERCOT regulatory requirements.
  • Designs and implements training on wholesale market operations and Qualified Scheduling Entity (QSE) functions.
  • Designs and implements training on gas pipeline operations and Pipeline & Hazardous Material Safety Administration (PHMSA) regulatory requirements.
  • Designs and develops a system of record for all completed training, including participating members, course description, date of completion, training feedback, and lessons learned.
  • Obtains relevant certifications as needed for developing, proctoring, and authorizing training that meets NERC continuing education hours criteria.
  • Coordinates development and integration of training materials into CPS Energy learning software management systems.
  • Establishes and maintains good working relations with all levels of the CPS Energy organization, as well as with outside contractors, representatives, and public regulatory agencies.
  • Functions as a subject matter expert in specific technical and professional situations.
  • Coordinates with other business units to maintain knowledge of changing generation and demand resources and maintains awareness of new generation technologies.
  • Participates in industry conferences and seminars regarding ERCOT wholesale market activities.
  • Participates in NERC and ERCOT training workgroups.
  • Monitors for changes in front office operating systems and develops training, as needed, to provide clear and effective communication for ESMO Energy Controllers.
  • Coordinates with Day Ahead and Real Time Operations management for scheduling training activities.
  • Coordinates with ESMO Compliance Manager to incorporate training solutions for actions related to compliance findings or improvement opportunities.
  • Identify, implement, and oversee performance metrics to measure the effectiveness of Market Operations Training.
  • Maintain current knowledge of external training vendors and available course materials and communicate information to ESMO leadership.
  • Performs other duties as assigned.

Minimum Skills

Minimum Knowledge and Abilities

Intermediate level experience with wholesale power markets, power generation operations, electric market compliance, control center operations, or natural gas pipeline operations.
Ability to obtain NERC certification.
Exceptional interpersonal skills.
Demonstrated ability to work effectively laterally, bring people along, facilitate the best thinking, and build trust-based relationships to deliver results.
Possess a valid Texas driver’s license with a history of a safe driving record in accordance with CPSE policies, procedures, safety standards and applicable laws and regulations.

Preferred Qualifications

  • Associates or Bachelor’s Degree in Business, Science, or Management related field.
  • Demonstrated ability for designing and developing training program solutions.
  • Experience in QSE operations within the ERCOT market or other related wholesale markets
  • Experience in PHMSA regulated control room environments
  • NERC Operator Certification

Working Environment

Indoor work requiring verbal and written communication, use of personal computing equipment. Ability to travel, both locally and outside San Antonio, to and from meetings, training sessions, or other business-related events.
Weekend oversight of Day Ahead functions and activities required. Additional after-hours work may be required.

Physical Demands

Exerting up to 10 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.
