Job Description

The Position:

The market assessment will support the strategic shift to development of Long-Term Agreements for procurement of goods and services for use in UNFPA programming, including for emergency response to identify a range of available goods that will allow UNFPA CO to better deliver its programme in Syria . It will form the basis of the strategic engagement with the local market.

The specific goal of the consultancy is to assess availability of locally sourced supplies and equipment and, to:

  1. pre-qualify vendors for local procurement initiatives of supplies and commodities,
  2. update the CO supplier’s database that can be maintained by the Office,
  3. develop a budgetary (market rate) list of the main UNFPA’s supplies that would help with better planning and utilization of available funds.

The consultancy will work under the general supervision of the International Supply Analyst. The result of the assessment may be presented to the CO Management. The final debriefing will be done with the concerned Supply, Operations and Management team members.

Duration and working: 20 working days in 2 months.

UNFPA is seeking candidates who transform, inspire, and deliver high-impact and sustained results and ensure effective external relations, communications, and partnership-building and resource mobilization in a rapidly changing development and funding landscape. We need staff who are transparent, exceptional in how they manage the resources entrusted to them, and who commit to delivering excellence in programme results.

You would be responsible for:

  1. Invite suppliers (Expression of Interest) to express their interest to register with the UNFPA Syria Database. Interested suppliers will be requested to submit their Supplier Profile Form and provide substantiating documents about their company. This will help identify new vendors and provide to the old vendors an opportunity to update their profile.
  2. Look into UNFPA existing data base to establish whether the registered companies are still in the market and in the same line of business registered for, and to update their profile forms for the existing companies, their contact address, telephone numbers and their contact person(s) and may conduct physical verification of premises/warehouses, if needed.
  3. Assess the status of the local market by sourcing for suppliers via institutions such as the Ministry of Trade, the Chamber of Commerce, Employers organization, UN Agencies and International Organizations etc.
  4. Analyze the completed Supplier Profile Forms received through the public invitation (Expression of Interest (EOI)) for initial assessment based on the information provided by the vendors, such as: company registration, areas of activity and capabilities, qualifications, source of goods, availability of products and reference checks, etc.
  5. On the basis of this assessment, Short list the potential suppliers and service/works providers for each category of supplies and services.
  6. Conduct visits to the premises (manufacturing facility, warehouse, main office) of supplier registered in UNFPA source list and the shortlisted supplier. Depending on the actual field visit, such information should be provided:
  • Verify production and operational capacity
  • Check the availability of ISO 9000 certificate, Environmental Management Certification, i.e. ISO14001 or equivalent and when was it awarded
  • What are the international standards employed by the manufacturer?
  • How is the quality control unit structured in the company’s framework?
  • If the company business is in compliance with UNFPA policy
  • Conduct a financial status evaluation.
  • Take pictures of the supplier’s facilities and details of its location

7. Collect all relevant information about the shortlisted supplier’s / contractors information; as a minimum, it should include the following:

  • Business concept
  • Company profile ((including all supporting documents such as register certificate, brief history of the company, major customers, etc)
  • Management capacity,
  • Production and operational capacity
  • Delivery times,
  • Inventory levels (what items are stocked and where),
  • Manufacturer, trader or distributor,
  • If distributor, authorized dealer for which manufacturer, exclusivity to market areas,
  • If manufacturer, distributors in the country/region
  • Process flow for receiving orders and executing deliveries,
  • Marketing capacity, sufficient resources for customer contacts and capable to serve UNFPA office in the country
  • Financial profile (turnover, operating profit),
  • Website, technical information available in web page,
  • Technical documentation (English),
  • After sales service capacity
  • Shipping arrangements within the country
  • Premises (office, warehouse)
  • Logistic and export experience
  • Recent contracts completed (including values, delivery period and the client)
  • Sustainability level acquired by the supplier throughout his operations and manufacturing processes (every supplier/manufacturer to duly fill in the attached questionnaire)
  • Price list of items supplied by the vendor

8. Based on the results, assess each supplier and service/works provider, document results and make recommendations of prequalified vendors by category of commodity and service/works.

9. Prepare a final report containing the methodology, principal conclusions and recommendations of the market assessment.

10. Provide all the raw data, data analysis report including the supplier profile forms to UNFPA and they will be UNFPA property.

11. Update the current suppliers list so that those that are no longer valid may be removed, whilst the still valid ones are integrated into the new market assessment findings.

12. Based on the result, request the suppliers to offer a budgetary (market rate) prices for selected supplies. At least 3 prices for each item. Calculate the average market prices for the items to be considered as estimated cost for coming procurement.

Qualifications and Experience:


Education:

  • Advanced university degree in business administration, Supply Chain Management, Procurement, Marketing or a related technical field.

Knowledge and Experience:

  • Five years progressively responsible professional work experience at the national and international levels in supply chain management, business administration, marketing. Proven experience in similar assignments required.
  • An experience with UNFPA or UN Agencies market assessments would be an asset.
  • In depth knowledge of market assessments, supplier evaluation, procurement and good concept of analyzing financial documents.
  • Proven ability to conceptualize, develop, plan and manage market research and similar projects.
  • Good analytical, negotiating and communication skills.
  • Demonstrated ability to work independently in a multi-cultural environment and establish harmonious and effective working relationships both within and outside UNFPA
  • Demonstrated knowledge of pharmaceutical standards, specifically Good Manufacturing Practices (GMP) and Good Distribution Practices (GDP

  • English and Arabic are required for this consultancy
