Job Description

To undertake piloting of vessels on a rotating shift basis
providing services in the capacity of a licensed Pilot as per
the SOPs.
• To undertake pilotage, berthing, and unberthing operations
as required by company and clients’ requirements and
local regulations.
• To advise the Ship’s Master and bridge team during the act
of pilotage until ship is securely berthed/docked, and on an
outward-bound vessel from the time of boarding until the
master is satisfied and the ship is on a safe course clear of
all hazards.
• To efficiently and safely utilise the harbour tugs and
mooring boats assigned during pilotage operations as
required by the management.
• To complete and submit all necessary documents
(electronic/hard copy) as required.
• To inspect ships, if required, from health & safety
perspective before commencing act of pilotage to ascertain
if the vessel is properly equipped/manned for safe pilotage
operations.
To advise the Harbour Master immediately for any
deficiencies observed on the piloted vessel.
• To act as Harbour master representative to safeguard the
company interest and coordinate between Ship’s Master
and clients while onboard the vessel.
• To collaborate with the VTS, monitor operations through
various radio channels to communicate directly with ships
and for the dispatch of pilots, pilot boats, tugs boats,
mooring boat/gang to avoid delays to shipping.
• To visit the berthed vessels, if required, during inclement
weather, and collaborate with the port authority ensuring
safety of the ships alongside.
• To initiate agreed emergency procedures, in an
emergency, direct movements of all available crafts, and
notify the Harbour Master of all emergencies thereby
acting in the best interest of the port at all times.
• To advise Ship’s Master regarding local ports, customs and
health regulations, and enforce POML-DPW regulations in
consultation with the Harbour Master and Pilot Manager.
• To ensure that the allocated berth to the vessel is safe with
respect to (amongst others) sufficient depth alongside, safe
distances with other berthed vessels, clear from any
obstructions, etc.
• To undertake tasks not specifically referred to above but
consistent with the role of Marine Pilot; for example,
participation in meetings, and on working groups and
committees, etc.
• Ensure the ISPO is maintained.
• To assist other departments as and when required.
• To always follow company HSSEQ rules and regulations
and report any observed anomalies.
• To be available to respond to an emergency 24/7.
• Any other functions customarily performed by a pilot/senior
member of marine operations team as directed by the
Harbour master.

Ensure the Pilotage Organization shall comply with the
requirements of the ‘International Standard of Pilot
Organization’ (ISPO) for the Certification process.
• Prepare and maintain files, record and documents as
required for ISPO certification and ensure same to be
readily available for review by management and internal /
external audits.
• Ensure that the Procedures are in line with ISPO
requirements and assist in continuous improvement of the
Safety and Quality Management System.
• Ensure the procedure reflects the commitment of the
Competent Harbour Authority (CHA) and be available for
review to the management and auditors as required.
• Monitor and record the validity of pilot’s qualifications in
accordance with STCW current, national, local and any
special maritime pilot organization’s requirements within
the scope of ISPO.
• Ensure that new pilots are given proper safety
familiarization with their new duties.
• Responsible for undertaking operational risk assessments
based on the risk matrix.
• Ensure the ‘Generic RA’ to be reviewed and revised
yearly.
• Consider the results of audits and analyses of nonconformities, incidents, accidents and hazardous
occurrences to enhance training of personnel.
• Participate and conduct incidents / near-misses
investigations related to pilotage operations as required,
ensure reports are prepared as per HSSEQ. Same to be
monitored, maintained and communicated to all Maritime
Pilots for lesson learnt.
