The Role
Based full-time onsite at Hull - The Managing Quantity Surveyor will take day-to-day commercial leadership and financial control of the PUMA K30 Tie-In works, ensuring robust administration of the NEC4 Option B contract and effective management of project cost, value, measurement, change and cash.
The role will be responsible for ensuring that work undertaken is correctly measured, valued and recovered in accordance with the contract and that the commercial position of the K30 Tie-In is accurately reflected within applications, forecasts and project reporting.
Working closely with the Head of Commercial and Change Manager, the Managing QS will provide the link between physical progress, Option B measurement, Compensation Events, subcontract expenditure, actual cost and forecast project performance.
The role requires a strong site and delivery focus. The Managing QS will be expected to understand what is physically happening on the project, identify emerging commercial issues early and ensure that appropriate records and contractual actions are taken before entitlement or recovery is placed at risk.
Key Responsibilities
Take day-to-day responsibility for commercial management of the K30 Tie-In works.
Maintain a detailed understanding of the Scope, Prices, Price List/Bill of Quantities, contractual obligations and commercial assumptions underpinning the project.
Provide timely commercial advice to the Project Manager and delivery team and ensure commercial considerations are incorporated into operational decision-making.
Escalate material commercial risks, opportunities and contractual issues to the Head of Commercial at the earliest opportunity.
Lead the measurement and valuation of completed works in accordance with the requirements of the NEC Option B contract and applicable method of measurement.
Ensure quantities claimed are supported by appropriate drawings, records, surveys, calculations and evidence of completed work.
Establish and maintain robust measurement records capable of supporting the project’s entitlement through client review, audit and final account.
Undertake regular reconciliation between:
Identify significant quantity growth or reduction at the earliest opportunity and assess the resulting commercial and forecast implications.
Maintain a clear distinction between remeasurement under Option B and changes to the Scope giving rise to Compensation Events.
Prepare and manage accurate and timely applications for payment for the K30 Tie-In.
Ensure applications maximise legitimate contractual recovery and are fully supported by measurement and appropriate commercial evidence.
Reconcile applications against certified amounts and promptly identify and challenge omissions, reductions or differences in assessment.
Maintain clear visibility of:
Work proactively to maintain positive cash performance and minimise unnecessary working-capital exposure.
Own the detailed commercial forecast for the K30 Tie-In and ensure it provides an accurate assessment of the anticipated final commercial outcome.
Maintain robust cost-to-complete and estimate-at-completion assessments, supported by current project information.
Reconcile actual and committed cost against budget, earned value, measured progress and forecast.
Identify emerging cost trends, overruns and opportunities early and agree appropriate mitigation actions with the project team.
Ensure commercial reporting accurately reflects known liabilities and does not defer recognition of foreseeable cost or risk.
Provide clear explanations for movements between reporting periods.
Work closely with the Change Manager to identify events that may have contractual or commercial consequences.
Ensure the commercial team provides timely and accurate:
required to support Compensation Event submissions.
Ensure implemented Compensation Events are correctly incorporated into the Prices, measurement records, applications and project forecast.
Identify where physical works have changed from the contractual Scope and ensure these matters are immediately referred into the formal change process.
Lead the commercial management of subcontractors and suppliers allocated to the K30 Tie-In.
Ensure subcontract packages are appropriately scoped, commercially controlled and administered in accordance with their contractual terms.
Manage:
Ensure subcontractor change is appropriately assessed before acceptance and that corresponding entitlement under the main contract is considered wherever applicable.
Prevent downstream commercial commitments being made without appropriate authority or understanding of the upstream recovery position.
Establish robust contemporaneous records supporting measurement, change and commercial entitlement.
Work closely with Construction, Engineering and Planning to ensure appropriate evidence is maintained for work undertaken and events affecting delivery.
Records should include, where relevant:
Ensure commercial positions are based upon demonstrable project evidence rather than retrospective reconstruction.
Support procurement activities and commercial evaluation of subcontract and supply packages.
Ensure commitments are made within appropriate budgets and delegated authorities.
Review purchase orders, subcontract values and committed expenditure against the project forecast.
Identify potential gaps between Scope, procurement packages and project budget before commitments are placed.
Maintain detailed visibility of commercial risks and opportunities affecting the K30 Tie-In.
Quantify potential financial exposure and ensure appropriate values are reflected within the project forecast and risk process.
Develop mitigation and recovery strategies with the Head of Commercial, Project Manager and Change Manager.
Actively identify opportunities for improved recovery, cost avoidance and commercial optimisation.
Provide accurate and concise commercial reporting to the Head of Commercial and project leadership.
Reporting will include, as appropriate:
Ensure reported figures can be reconciled back to underlying project records and financial systems.
Provide leadership and direction to Quantity Surveyors and other commercial resources assigned to the K30 Tie-In.
Allocate responsibilities clearly and ensure appropriate commercial coverage across the works.
Review the quality of commercial outputs and develop the capability of less experienced members of the team.
Promote a commercially aware culture across the wider project team and ensure Engineering and Construction understand their role in protecting commercial entitlement.
Maintain the project commercial records on a final-account-ready basis throughout delivery rather than leaving reconciliation until project completion.
Progress measurement, Compensation Events and subcontract accounts towards agreement as the project develops.
Ensure outstanding commercial matters are clearly identified, valued and supported.
Drive timely agreement of final quantities and commercial close-out of the K30 Tie-In.
