Job Description

This position serves in a matrixed leadership capacity, working collaboratively with Managing Directors and cross-functional departments—including Human Resources, Finance, Data & Evaluation, and Program Leadership—to strengthen operational infrastructure, standardize processes, improve quality, and support organizational effectiveness across Early Childhood, Community Education and Schools, Community Centers, College Access, Youth Workforce Development, and Sectoral Workforce Development programs.

The Managing Director serves as the branch's lead operational and compliance strategist, driving continuous improvement initiatives that enhance program implementation, accountability, and participant outcomes.

Essential Duties and Responsibilities

Operations, Systems, and Process Improvement (60%)

Operational Leadership

• Lead the development, implementation, and continuous improvement of operational systems across the Workforce and Education Branch.

• Develop and maintain branch-wide Standard Operating Procedures (SOPs), workflows, operational guides, and process documentation.

• Ensure consistent implementation of organizational policies, procedures, and operational standards across departments.

• Partner with Managing Directors to identify operational challenges and implement sustainable solutions that improve effectiveness and efficiency.

• Facilitate cross-functional collaboration to align operational practices and reduce redundancies across departments.

• Develop operational frameworks that support consistency across multiple funding streams, program models, and service areas.

• Partner with executive leadership to implement organizational priorities and strategic initiatives.

Strategic Planning and Organizational Effectiveness

• Support development and execution of long-range operational plans that strengthen connections between education and workforce pathways.

• Identify and implement opportunities for innovation, systems integration, and organizational growth.

• Lead special projects and strategic initiatives assigned by the Deputy Executive Director.

• Ensure operational practices support participant-centered service delivery and high-quality program implementation.

Human Capital and Organizational Support

• Partner with Human Resources to design and implement systems that support recruitment, onboarding, staff development, and workforce planning.

• Collaborate with HR leadership to align staffing strategies with programmatic and operational needs.

• Utilize operational and workforce data to inform organizational capacity planning and decision-making.

• Promote a culture of accountability, collaboration, continuous improvement, and operational excellence.

Compliance, Quality Assurance, and Risk Management (25%)

Compliance Leadership

• Lead compliance oversight across Early Childhood, Community Education and Schools, Community Centers, College Access, Youth Workforce Development, and Sectoral Workforce Development programs.

• Develop and maintain compliance monitoring systems that support adherence to contract, grant, regulatory, and organizational requirements.

• Establish internal review processes that promote program quality, operational consistency, and compliance readiness.

• Coordinate monitoring activities, site reviews, audits, and corrective action processes.

• Assess compliance risks and implement proactive mitigation strategies.

• Partner with program leadership to address findings and ensure timely resolution of compliance concerns.

Quality Assurance and Performance Management

• Collaborate with the Data and Evaluation team to establish standards for reviewing program implementation quality and operational effectiveness.

• Develop and monitor quality assurance frameworks and accountability measures across the branch.

• Utilize performance data to identify trends, opportunities for improvement, and operational gaps.

• Ensure consistency in documentation, recordkeeping practices, and reporting standards.

• Support implementation of continuous improvement plans based on monitoring and performance findings.

Partnerships, Contracts, and Special Projects (15%)

Contract and Partnership Administration

• Support operational oversight of subcontractor and partner relationships across the Workforce and Education Branch.

• Ensure procurement, subcontracting, partnership agreements, and scope-of-service processes are properly documented, implemented, and monitored.

• Facilitate partnership meetings and support contract implementation activities.

• Collaborate with Finance, Program, and Compliance teams to ensure operational controls are maintained throughout the contract lifecycle.

• Promote accountability and transparency in partner and subcontractor management processes.

Cross-Functional Leadership

• Serve as a liaison among Program, Finance, Human Resources, Data & Evaluation, and Executive Leadership teams.

• Lead branch-wide operational initiatives requiring coordination across departments and functional areas.

• Support organizational readiness for new funding opportunities, program expansions, and operational transitions.

Supervision

• Provide supervision, coaching, and professional development to direct reports.

• Establish clear performance goals and accountability measures for direct reports.

• Foster a culture of service, collaboration, innovation, and continuous learning.

• Lead through influence and partnership within a matrixed organizational structure.

Qualifications

Required Education

• Bachelor's degree in Public Administration, Nonprofit Management, Education, Business Administration, Organizational Leadership, or a related field.

Preferred Education

• Master's degree in Public Administration, Business Administration, Education, Organizational Leadership, Nonprofit Management, or a related field.

Experience

Required

• Minimum of five (5) years of progressively responsible management experience within youth development, workforce development, education, community schools, human services, or related nonprofit programs.

• Experience supporting operations across multiple programs, locations, or service sites.

• Demonstrated experience coordinating cross-functional projects and initiatives.

• Experience developing and implementing policies, procedures, operational systems, or process improvement initiatives.

• Experience working with government-funded contracts or grants.

• Strong project management and stakeholder engagement experience.

Preferred

• Experience managing DYCD-funded contracts, including youth services, workforce development, after-school, community education, or community schools programs.

• Experience overseeing compliance monitoring, audits, corrective action plans, and quality assurance systems.

• Experience developing and maintaining Standard Operating Procedures (SOPs) and internal controls.

• Experience supporting multi-site operations within a nonprofit, education, or workforce development environment.

• Experience working within matrixed organizational structures.

• Knowledge of procurement, subcontractor management, partnership agreements, and contract administration practices.

• Familiarity with DYCD, NYSED, Department of Labor, and other public funding requirements.

• Experience utilizing data and performance management systems to inform operational decision-making.

Location: Bronx, NY (Full-Time, In-Person)

Reports To: Deputy Executive Director, Workforce and Education

Direct Reports: Compliance Coordinator, Community Education Services (CES)

Salary Range: $95,000 to $105,000 annually, commensurate with experience and qualifications
