Job Description

[What the role is]

The National Library Board (NLB) nurtures Readers for Life, Learning Communities and a Knowledgeable Nation by promoting reading, learning and history through our network of 27 libraries across Singapore, the National Library and the National Archives of Singapore.

At NLB, you can look forward to a flexible, hybrid work environment with rewarding, impactful deliverables that improve the lives of the community. With caring colleagues, you will be in an ideal environment for professional development, innovation and impact.

We can offer you:
• A chance to Impact the Community, bridge gaps and empower everyone with the opportunity for learning and discovery.
• An opportunity to Innovate and Push Boundaries. We value ideas, curiosity and a passion for innovation to transform our libraries and archives.
• An organisation that Ignites your Growth and Wellbeing through investment in staff development and wellbeing in a supportive and collaborative environment.

As a member of the People Matters Division (PMD), you will manage HR operations including appointment, deployment, emplacement and exit processes.

[What you will be working on]

As a member of the HR Management team, you will be responsible for the following areas:

  • Review and refine employee attraction policies and processes, including recruitment and inclusive hiring practices, to attract diverse talent and deliver a positive candidate experience
  • Design and implement a competency-based selection framework, developing structured assessment tools and interview guides that enable consistent, fair, and evidence-based hiring decisions across the organisation
  • Develop and implement employer branding strategies that bring NLB's Employee Value Proposition (EVP) to life, positioning NLB as an Employer of Choice across relevant platforms and channels
  • Oversee end-to-end HR operations across the employee lifecycle — from recruitment and onboarding through to contract administration, deployment, and offboarding — ensuring all processes are carried out accurately and in compliance with HR policies, with close attention to detail across systems and documentation
  • Leverage recruitment and onboarding analytics to identify gaps and strengthen the hiring and in-service processes
  • Explore and deploy AI-powered tools to streamline workforce management processes — including selection, candidate screening, and manpower planning — improving both operational efficiency and the overall employee experience
  • Support manpower planning by working closely with divisions to ensure adequate resourcing across the organisation
  • Contribute to ad-hoc projects and cross-divisional initiatives as part of a collaborative team

[What we are looking for]

The candidate should have:

  • At least 2 - 10 years of relevant HR experience. Candidates with no prior experience but who are passionate about workforce attraction are welcome to apply.
  • Well-organised and meticulous with the ability to manage multiple priorities and adapt to changes with ease
  • Strong analytical skills with the ability to interpret HR data and translate insights into actionable recommendations and a keen interest in exploring digital tools to enhance processes
  • Strong written communication skills with the ability to engage and influence diverse stakeholders effectively
  • (Bonus!) A creative flair and innovative mindset to develop and enhance NLB's employer branding efforts across various platforms and touchpoints
  • (Bonus!) Keen interest in using AI-powered tools to improve processes

The successful candidate will be appointed on a 2-year contract.
