
[What the role is]
The Animal & Veterinary Service (AVS), a cluster of NParks, safeguards the health and welfare of animals through comprehensive and integrated programmes and works closely with partners in the veterinary and animal-related industries to strengthen capacities and enhance competencies in animal health and welfare. AVS is the main touchpoint on animal and veterinary matters in Singapore and the First Responder for all animal-related feedback. It also conducts public education and engagement programmes to foster a humane and gracious society for all, where pet owners, communities, and animals co-exist in greater harmony within our biophilic City in Nature.

[What the Role is ]
You will be part of the Community Animal Programmes Branch under the Community Animal Management Division. The Branch develops animal management policies and programmes, conducts research to guide policy-making and operations, and engages stakeholders on these policies. In this role, you will manage and administer programmes, drive digital transformation and facilitate technology adoption.
[What you will be working on]
1. Programme/Grant Administration
• Review and evaluate programme applications including inspections where required.
• Liaise with relevant stakeholders (e.g. applicants, agencies, animal groups) on applications.
• Verify grant reimbursement claims, including reviewing supporting documentation and receipts, in accordance with Standard Operating Procedures (SOPs).
• Administrative support including data management, procurement, event logistics, as well as any other assigned duties.
2. Digital Transformation
• Digitalise paper-based processes, design user-friendly digital forms and interfaces, and support the development of dashboards and applications, particularly for grant administration.
3. Data Analysis
• Conduct financial and grant data analysis, such as tracking grant utilisation, expenditure trends etc.
4. Other Project Management
• Manage digital projects end-to-end, coordinate cross-functional teams, and engage stakeholders effectively.
[What we are looking for]
• Area of studies in Bachelor's degree in a relevant field such as Computer Science, Information Technology, or a related discipline
• Familiarity with the following tools and technologies will be advantageous:
a) Programming languages such as Python or R for data processing and analysis
b) Geospatial tools such as ArcGIS for spatial analysis
c) Data visualisation platforms such as Power BI for building interactive dashboards
• Ability to leverage AI tools and technologies (e.g. automation tools) to improve work processes and productivity
• Strong problem-solving and analytical skills
• Strong interpersonal, engagement and communication skills
• Highly motivated individual, conscientious and able to work both independently and across teams
• Prior experience in project management and digital transformation projects will be advantageous
Only shortlisted candidates will be notified. Successful candidates will be offered a one-year employment contract with an option for extension for another year.
