
Leads utility-scale energy resource integration projects from feasibility to execution, ensuring rate-payer benefits and regulatory compliance. Maintains consistency in commercial agreements and program processes to drive efficiency through standardized procedures while retaining flexibility for site-specific challenges, all while managing schedules, budgets, risks, and stakeholder collaboration.
Leads the development and execution of all utility resource integration projects, including Power Purchase Operation Agreements (PPOAs), Energy Storage Service Agreements (ESSA), Standard Offers (SO), and Large Generation Interconnection Agreements (LGIA) ensuring alignment with program rules and driving timely regulatory approvals.
Performs financial modeling and track amendment and change order requests to provide analysis that informs commercial terms and supports decision-making in coordination with Legal and other stakeholders.
Ensures consistent application of program rules across all agreements and accelerates contract execution by securing required regulatory approvals and removing process bottlenecks.
Facilitates developer onboarding and inquiries, coordinates engineering studies and site visits, and leads regular status meetings to resolve issues, incorporating feedback into schedules and resource planning for improved efficiency.
Develops and maintains comprehensive project schedules and risk assessments to ensure timely delivery, while preparing and reviewing monthly progress, cost control, and FTE tracking reports for internal leadership and regulatory agencies.
Leads program reporting and communication by defining and refining procedures, assembling quarterly PPCA expenditure submittals, responding to regulatory requests, and creating presentations that provide clear, data-driven updates to internal and external stakeholders.
Develops and manages departmental budgets to allocate resources effectively and meet operational targets.
Provides leadership, coaching, and performance management for direct reports, including setting clear expectations, conducting regular performance reviews, supporting professional development, and addressing personnel issues constructively to foster a high-performing and collaborative team environment.
Defines and monitors departmental KPIs to identify trends and drive continuous improvement.
Leads, models and ensures consistent application of policies and regulatory standards across teams to support ethical operations and mitigate compliance risks.
Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity.
Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.
Additional Job Description:
Education
Bachelor’s degree in Engineering or related field from an accredited university. Master’s degree is preferred.
Experience
5–7 years of experience in a similar functional role, demonstrating expertise in program execution, financial analysis, and regulatory compliance with at least 3 years' overseeing employees directly, leading teams, budgets and projects in a Supervisor role.
Additional education may substitute for the required experience when it aligns with the competencies and knowledge necessary for the role: Master’s degree in a relevant field may substitute when accompanied by a minimum of 3 years of experience performing related functions and at least 2 years in a Manager role.
Demonstrated expertise in financial modeling, contract management and negotiation, and engineering coordination.
Experience with the Puerto Rico regulatory and energy development environment preferred but not required.
Strong track record of leading multidisciplinary teams and engaging with diverse stakeholders.
