Job Title - Manager - Treasury Governance & System
The Treasury Governance & Systems Manager is a senior, highly specialized role responsible for establishing, strengthening, and continuously enhancing the governance framework, systems architecture, internal controls, and operational protocols of the Treasury Department.The position plays a foundational and transformational role in ensuring that Treasury operations are robust, well-controlled, system-driven, regulatorcompliant, and aligned with international best practices, while supporting the Treasury Manager in building a mature and resilient treasury function.
Key Duties and Responsibilities
A. Treasury Governance & Control Framework
Design, review, and continuously enhance the Treasury Governance Framework, including:
o Delegation of authority
o Maker–checker controls
o Segregation of duties
o Escalation and approval hierarchies
Ensure treasury activities are fully aligned with:
o Da Afghanistan Bank regulations
o Basel principles
o Internal risk appetite and governance standards
Support the Treasury Manager in maintaining a strong control culture within treasury operations.
B. Treasury Systems Ownership & Oversight
Act as the primary governance and control owner of treasury-related systems, including:
o Treasury modules in CBS
o Liquidity management systems
o FX, money market, and investment tracking tools
Ensure treasury systems:
o Are properly configured
o Reflect approved products and limits
o Are consistent with accounting and risk frameworks
Coordinate with IT & CBS to manage:
o System changes
o Parameter updates
o Access rights
