Reporting to the Director, S&IS Capital Project Delivery, the Manager, Transformation Program Delivery will be accountable for the end-to-end delivery of large-scale, multi-year business transformation programs, including Enterprise Asset Management (EAM), Enterprise Resource Planning (ERP), and Enterprise Content Management (ECM) initiatives.

This role leads a team of project managers and cross-functional delivery resources, providing overall accountability for program outcomes, including scope, schedule, cost, quality, vendor performance, and realization of business value. The Manager drives disciplined execution through structured PMO governance, hybrid delivery practices, and transparent reporting, while partnering with executive leaders and stakeholders to ensure alignment to enterprise objectives and successful transformation outcomes.

Responsibilities:

Strategic Leadership & Planning:

  • Plan and manage end-to-end delivery of large-scale, multi-year business transformation programs, establishing the program roadmap, delivery approach, dependencies, and risks.
  • Provide accountable leadership across scope, schedule, cost, quality, resources, stakeholder engagement, and risk management.
  • Ensure delivery achieves intended business outcomes, including value realization, operational improvements, and long-term capability enablement.

Program Management & Execution:

  • Manage a portfolio of complex IT initiatives through structured PMO governance, including planning, forecasting, stage gates, executive reporting, and proactive escalation of risks, issues, financial performance, and interdependencies.
  • Apply Agile, Waterfall, and hybrid delivery approaches pragmatically, while driving end-to-end integration across programs, workstreams, and systems to ensure cohesive, enterprise-wide outcomes.
  • Lead resolution of complex, cross-program issues, removing barriers and enabling progress across teams and stakeholders.
  • Ensure successful transition to operations, including business readiness, user adoption, and sustained value realization post-implementation.

Financial Oversight:

  • Oversee program budgets, forecasts, financial controls, and variance management to ensure alignment with approved funding.
  • Partner with Supply Chain and Legal on contracting strategies, Statements of Work, and vendor commercial alignment.
  • Ensure accountability for system integrator and vendor performance, including deliverable quality, schedule adherence, contractual commitments, and commercial management of Statements of Work.

Stakeholder Engagement:

  • Partner with executive leaders, sponsors, IT leadership, and stakeholders to align program direction and resolve issues.
  • Enable and drive timely decision-making across the program, including escalation and resolution of critical decisions impacting scope, schedule, and outcomes.
  • Maintain alignment to business outcomes through active engagement with business and IT stakeholders.

Risk & Compliance Management:

  • Assess and proactively manage program-level risks, issues, dependencies, and decisions, while defining and implementing appropriate mitigation strategies and risk response plans.
  • Ensure program execution complies with delivery frameworks, governance controls, and stage-gate requirements, while aligning with regulatory, audit, and compliance expectations, including documentation standards and traceability.

Team Leadership & Development:

  • Lead and develop a team of project managers, Business Analysts, technical analysts, and controls analysts, and provide direction to cross-functional teams, including Project Managers, Business Analysis, Organizational Change Management, Architecture, technical analysts, quality assurance, vendors/SI’s, and business stakeholders.
  • Coach team members to strengthen delivery discipline, transparent reporting, proactive risk management, stakeholder engagement, and accountability for outcomes.
  • Demonstrate key behaviors and meet identified expectations outlined in AltaLink’s cultural pillars: One Team, Continuous Improvement, Customer Focus, and Personal Accountability.

Requirements

  • Bachelor’s degree in Computer Science, Business Administration, Engineering, or a related discipline.
  • 15+ years of IT Project and Program Management experience, including accountability for large-scale, multi-year cross-functional initiatives; minimum 5 years in Program Management.
  • PMP required; PGMP strongly preferred; PMI-ACP or other relevant PMI certifications considered an asset.
  • 5+ years of experience managing direct reports, including performance management, coaching, and accountability for team delivery outcomes.
  • Demonstrated accountability for end-to-end Program delivery, including scope, schedule, budget, quality, resources, risks, issues, vendor performance, and business outcomes.
  • Experience overseeing cross-functional teams, including Business Analysis, Organizational Change Management, Architecture, IT, vendors, business SMEs, and senior stakeholders.
  • Strong understanding of Agile, Waterfall, and Hybrid delivery approaches, with practical experience applying hybrid models in complex technology delivery environments.
  • Experience operating within structured PMO governance, including program reporting, financial forecasting, deliverables management, stage gates, and executive steering committees.
  • Experience with vendor and system integrator management, including Statement of Work development, contract performance oversight, deliverable quality management, and escalation of commercial or delivery issues.
  • Experience leading or managing large-scale enterprise platform implementations, including ERP (SAP, Oracle, Microsoft Dynamics or similar) and/or EAM solutions (Maximo or similar); experience with ECM or data programs is an asset.
  • Proven ability/experience in above noted responsibilities.
  • Exceptional communication, organization and time management skills.
  • Strong leadership, communication, facilitation, negotiation, problem-solving, stakeholder management, and executive presentation skills.
  • Experience working in a regulated utility, critical infrastructure, or capital project environment is considered an asset.
  • Demonstrated ability to build trusted partnerships across business, IT, executive, vendor, and delivery teams.
  • Previous experience working in regulated utilities is considered an asset.
  • Proven track record of good attendance and performance.
