Job Purpose

The Trade Compliance Department implements and coordinates compliance and supply chain security activities related to all import and export activity conducted by or on behalf of Honda entities. From an import perspective, the department is responsible for ensuring proper valuation, classification, duty rates, and other required information for imported merchandise and reporting this information to U.S. Customs and other governmental agencies. Trade Compliance is also responsible for compliance with export regulations, including denied-party screening, onboarding foreign nationals, and assigning ECCN numbers. The department participates in preferential trade programs designed to eliminate, reduce, or defer tariffs, including Duty Drawback and Free Trade Agreements. These activities require product qualification analysis, certification validation, and interaction with suppliers, outside vendors, and government agencies. The Manager is responsible for overseeing and directing a team of associates to ensure compliance with applicable customs laws and regulations. This position provides technical knowledge, training, and guidance related to import/export operations, local content reporting, preferential trade programs, supply chain security, and other aspects of international transactions. The Manager also interacts with government agencies, officials, vendors, and suppliers to support the smooth flow of parts for production and parts operations across Honda facilities.

Key Accountabilities

  • Lead, direct, and coordinate the workload and activities of associates involved in import/export functions, local content reporting, and preferential trade programs to ensure compliance with laws and regulations and mitigate organizational risk.
  • Develop strategic initiatives and lead large projects that support the department’s operational strategy.
  • Influence and collaborate with internal and external stakeholders to accomplish departmental objectives.
  • Train associates on program requirements and audit results.
  • Serve as a Subject Matter Expert and provide technical knowledge, training, and guidance to associates.
  • Establish performance objectives, development goals, and succession plans for associates.
  • Promote cross-training, continuity of operations, challenging and productive workloads, and quality work products.
  • Interact with government officials, suppliers, and vendors regarding Honda’s international trade and customs operations.
  • Gather information and submit required regulatory reporting.

Qualifications, Experience, and Skills

Minimum Educational Qualifications

  • BA/BS degree in International Business, Business Administration, Accounting, Supply Chain Management, or a related field preferred.
  • Other applicable education and experience will be considered.

Minimum Experience

  • 10+ years of import/export and trade compliance experience within the industry or with a customs broker or freight forwarder.
  • Licensed Customs Broker and/or Certified Customs Specialist preferred.
  • Thorough working knowledge of U.S. Customs & Border Protection (CBP) import regulations, including 19 CFR, policies, and procedures.
  • Working knowledge of customs programs and requirements including Reconciliation, Valuation, HTS, Country of Origin (COO), and audit.
  • Ability to read, analyze, and interpret technical procedures, government policies, and regulations.
  • Ability to effectively present information, conduct research, respond to questions, and address/countermeasure issues.
  • Supervisory skills and experience.

  • Excellent oral and written communication skills.
  • Proficiency with Microsoft Word.
  • High proficiency with Microsoft Excel and PowerPoint.
  • Database experience preferred.
  • Working understanding of Honda products and business, including internal Honda systems and data elements.
