The Manager, Technology Portfolio & Planning is responsible for guiding the broader CITO organization in technology planning, portfolio governance, investment prioritization, and value realization. This role helps establish, communicate, and reinforce enterprise standards for technology roadmaps, business case management, delivery tracking, and SDLC governance. The Manager partners across technology to drive alignment, transparency, and disciplined execution across the technology portfolio.

What You'll Do:

  • Lead technology portfolio management, planning, and governance functions.
  • Develop and maintain the technology multi-year plan and associated investment roadmaps.
  • Guide the broader CITO organization in adopting and adhering to portfolio, planning, and delivery practices.
  • Own and facilitate prioritization processes to align demand, funding, and strategic objectives.
  • Oversee intake, evaluation, prioritization, and ongoing tracking of technology initiatives.
  • Manage business case tracking, including assumptions, forecasts, benefits, and realized value.
  • Define, document, and maintain SDLC standards and governance expectations.
  • Partner with delivery teams and leaders to promote adherence to SDLC and delivery milestones.
  • Track portfolio execution status, dependencies, risks, and issues, and provide executive-level reporting.
  • Support planning cycles, investment reviews, and portfolio decision-making forums.
  • Identify opportunities to improve portfolio visibility, governance, standardization, and value delivery.

What We're Looking For:

Education

  • Bachelor’s degree in computer science, engineering, business, or related technical field is required.
  • An equivalent combination of education and related experience may be considered.

Experience:

  • 8 or more years of technology experience; 4-6 years of direct supervision experience preferred.

Other Must Haves:

  • 7+ years of experience in technology portfolio management, PMO, strategy, program management, or related functions.
  • 3+ years of experience leading teams, programs, or portfolio processes.
  • Strong understanding of portfolio governance, prioritization, business case development, and planning processes.
  • Experience supporting technology investment management and value realization.
  • Familiarity with SDLC, project lifecycle governance, and delivery tracking practices.
  • Strong analytical, organizational, and stakeholder management skills.
  • Excellent communication, presentation, facilitation, and executive reporting skills.

Preferred Skills and Experience

  • Experience in a Technology PMO, Enterprise PMO, or Portfolio Management Office.
  • Background in program management, strategic planning, or transformation delivery.
  • Experience with portfolio management tools, dashboards, and reporting systems.
  • Knowledge of agile, waterfall, and hybrid delivery methodologies.
  • Demonstrated ability to influence cross-functional stakeholders in a matrixed environment.
  • Experience driving process adoption, governance, and operational discipline across teams.
  • Background in benefits realization, financial tracking, or investment performance measurement.

Compensation Range:

$136,539.00 - $177,503.00
