Job Description

The West Kowloon Cultural District Authority welcomes exceptional talent with a passion to realise the vision and mission of making the West Kowloon Cultural District a prime local and international destination for arts, culture and entertainment.

You will be engaged in the work of the District Facility Services Department reporting to the Head of Technical Services and be responsible for:

  • overseeing and managing operation and provision of services for venues and their related facilities and systems;
  • supervising and monitoring internal staff, outsourced facilities management vendors and maintenance contractors to ensure high standard and quality services are delivered to public and internal user departments;
  • understanding the specific operational needs and requirements of the venues and well understanding their key concerns and issues of internal and external stakeholders, especially on license renewals;
  • managing the vendors for repairing and maintenance works of all building services systems and installations, and exterior and interior building structures and elements in the Authority’s venues and buildings;
  • contributing to the design of facilities development with main focuses on operation life cycle, safety and health best practice, incident & risk management and security monitoring for venue operations;
  • emergency support of the events being organised in WKCD and commercial operators;
  • preparing site operation manual, incident risk and emergency operation procedure;
  • managing emergency incidents, resolving any incident in timely and effective manner, and recommending and driving continuous improvements;
  • performing other duties or ad-hoc tasks as assigned by District Facility Services Department; and
  • performing any other duties from time to time as reasonably assigned by the Authority.

You should:

  • possess a recognised university degree in Building Services / Mechanical / Electrical Engineering;
  • have at least 10 years of experience in building operation, maintenance, repair and improvement, in which at least 5 years at managerial level, preferably in sizable non-residential portfolios such as commercial and entertainment complexes and/or institution complexes;
  • have professional knowledge of and practical experience with risk management, event management, safety and security control, budget control, incident response and other building operation guideline or best practice;
  • preferably be holders of Registered Electrical Worker (Grade B or above);
  • have a valid Construction Industry Safety Training Certificate under Section 6BA(2) of the Factories and Industrial Undertakings Ordinance;
  • preferably professionally qualified, such as corporate/full membership of HKIE, CIBSE, IMechE, or equivalent;
  • preferably be familiar with Facilities Management System, Building Management System (BMS), Computerized Maintenance Management System (CMMS) and / or others facilities management systems in theatres, rehearsal facilities, F&Bs, and retails;
  • have the ability to professionally handle confidential matters and exhibit the appropriate level of judgment and decision making to commensurate with the position and responsibilities;
  • preferably have knowledge in Building Information Modeling (BIM);
  • be available to attend emergency calls after office hours;
  • have excellent interpersonal skills to work with and communicate to internal and external parties at all levels and build rapport with team members and stakeholders;
  • be proactive, independent, responsible and a good team player;
  • be proficient in PC knowledge including AutoCAD, MS Applications; and
  • be proficient in written and spoken English and Chinese.

About West Kowloon Cultural District Authority

Stretching across 40 hectares of reclaimed land, WestK is one of the largest cultural projects in the world, blending art, education and open space.

Its vision is to create a vibrant cultural quarter for Hong Kong where the local arts scene can interact, develop and collaborate. Providing 23 hectares of public open space with two kilometres of vibrant harbour-front promenade it will also include a variety of arts and cultural facilities that will produce and host world-class exhibitions, performances and arts and cultural events.

A Development Plan for the District, based on well-received Foster + Partner’s Conceptual Plan, was approved by the Chief Executive-in-Council in January 2013. Overlooking the magnificent Victoria Harbour, the District will begin to take shape over the next decade.

By developing this sizable project in phases we can start to bring the district to life. The Xiqu Centre, Freespace, Art Park, M+, Hong Kong Palace Museum and Lyric Theatre Complex, will be developed as a first batch of facilities aiming for opening to the public.
