Job Description

[What the role is]

Successful candidate will be appointed on a contract basis and will be seconded to the Ministry of Culture, Community and Youth (MCCY).

The Registry of Muslim Marriages aims to be a world class marriage institution that provides support for the building of strong and stable families. The Syariah Court (SYC) is a key institution for the Singapore Muslim community and seeks to be a reliable, dynamic and just court which inspires confidence to best serve the Muslim community.

You will design and implement integrated digital systems that transform how ROMM and SYC deliver family development services, ensuring seamless, data-driven, and client-centric service experiences. You will design and execute a systems roadmap that digitises and optimises client service journeys, enabling both agencies to deliver personalised, efficient, and measurable support to Muslim families while providing leadership with real-time insights for evidence-based programme improvements. The incumbent will implement solutions that address service needs, reduce administrative tasks, and enhance data collection capabilities critical for programme evaluation and continuous improvement.

[What you will be working on]

  • Develop and implement a systems roadmap aligned with the strategic goals and digital transformation initiatives.

  • Conduct periodic reviews to ensure the service transformation requirements are citizen-centric and aligned with the policies and legislation.

  • Manage the design and development of integrated platforms and systems enhancement that support programme management, case management, programme tracking, stakeholder engagement, and performance reporting.

  • Oversee vendor and contract management.

  • Develop and implement data governance frameworks ensuring data quality, integrity, and compliance.

  • Manage and evaluate data sharing requests from partner agencies.

  • Design and maintain data analytics capabilities supporting evidence-based decision making.

  • Lead change management initiatives for system implementations, enhancements and upgrades.

  • Develop comprehensive training programmes and user manuals for all system users.

  • Review and update service blueprints/standard operating procedures and service guidelines.

  • Manage system related issues raised by stakeholders.

  • Manage budget planning and expenses related to systems development and enhancements.

[What we are looking for]

Work Experience

  • Tertiary education with at least 3-5 years of working experience in the related field.

Competency Requirements

Clear and Concise Writing

  • Express main ideas clearly and concisely in writing.

Programme & Project Management

  • Analyse and assess clients' needs and requirements to scope the project or assignment.

  • Plan, organise and manage a project/programme to be completed within stipulated scope, timeline, budget, and quality.

Applications Development

  • Define how people will interact with a digital product or service, and how to elicit the desired user behaviours, responses, flows and outcomes.

  • Define how information should be structured, the relationships between different types of content and making it easy to navigate across a product or service.

  • Create and deliver a seamless service experience that meets the needs of user through the craft of tying together human, digital, and physical interactions, over time, across a journey (in conjunction with policy, process, digital enablers).

ICT Procurement Contract Management

  • Management of key suppliers and contracts (high value, high risk) throughout the contract life cycle to ensure satisfactory performance and reduce risk exposure.

Data Governance

  • Plan and implement policies and processes to ensure proper management, access and use of data in a responsible and secure manner.

  • Establish metrics to track data governance outcomes (e.g. compliance to policies, standards and guidelines).

  • Conduct audits to ensure that policies, standards and guidelines are in place and relevant to ensure effective management of data assets.

Personal Attributes

  • Strong organisational and coordination skills to manage multiple tasks in a fast-paced working environment.

  • Able to work in a team and independently.

  • Proactive in seeking opportunities to collaborate with other parties.
