Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our CPG – Rapid Transit team is looking for a Manager to support our Hamilton LRT project.

You will provide management and technical expertise in the delivery of Light Rail Transit (LRT) systems and infrastructure in relation to systems engineering, integration, verification and validation (V&V), and systems safety assurance across the project lifecycle. This role ensures that all LRT systems and infrastructure are designed, integrated, tested, and commissioned in compliance with project requirements, applicable standards, regulatory requirements, and safety objectives. You will also work closely with designers, contractors, operators, regulators, and independent assessors to achieve a safe, reliable, and fully integrated transit system that achieves the Reliability, Availability, Maintainability and Safety (RAMS) targets.

What will I be doing?

• Manage project progress, analyze all work activities to identify deficiencies and opportunities for efficiencies.
• Monitor project safety to mitigate risk, ensure compliance with policies and procedures, and initiate improvements, resolutions and preventative measures
• Oversee consultant and contractor scope and quality of work, identifies existing and potential issues, and initiates corrective action to avoid serious project delays or budget impacts.
• Manage project scope and change orders including negotiating, processing and analyzing cost and schedule impacts
• Partner with internal stakeholders to commission and transition infrastructure work, ensuring all acceptance criteria (e.g. final design, installation, testing) are fulfilled and required documentation (e.g. blueprints, drawings, technical specifications) is delivered before final signature for acceptance and transfer.
• Oversee daily project progress and spending, prepare status reports and participate in related meetings to provide status updates and discuss solutions to issues

What Skills and Qualifications Do I Need?

• Completion of a degree in Engineering, or a related discipline or a combination of education, training and experience deemed equivalent.
• Demonstrated experience related to Systems Engineering, Integration, and Safety Assurance for Light Rail Transit (LRT) or major infrastructure projects.
• Knowledge of Contract Law, the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the Professional Engineers Act. Knowledge of Human Resources legislation to monitor and manage employees and contractors, including experience in the application of collective agreement provisions.
• Communication, interpersonal, consultative and negotiation skills to establish and maintain business relationships and partnerships within the organization, with relevant provincial ministries, other jurisdictions, service providers and stakeholders to provide expertise/advice and influence the development of infrastructure delivery policy, to deal with complex and/or sensitive issues and present solutions.
• Problem solving and analytical skills to evaluate and address contractor and supplier performance issues and recommend plans for improvement.
• Interpersonal and oral/written/presentation skills to liaise with all levels within the organization and on construction sites.
• Budget management to plan and monitor departmental budgets against limitations
• Leadership ability to oversee a team of technical project professionals.
