The Ministry of Public Service Efficiency and Digital Transformation (MESPTN) oversees a portfolio of high-impact, structuring projects central to Togo’s public sector reform and digital transformation agenda. These projects involve multiple ministries, implementing agencies, and technical and financial partners, creating significant coordination, performance, risk, and accountability challenges.

In partnership with the Tony Blair Institute for Global Change (TBI), MESPTN is strengthening execution discipline and cross-functional oversight to ensure that strategic projects are delivered on time, within scope, and to the highest governance standards.

To institutionalise portfolio oversight and reinforce execution rigor, MESPTN is recruiting aManager, Strategic Projectsto design, operationalise, and manage a centralised project portfolio management function within the Ministry.

TheManager Strategic Projects_Project Management Office willestablishand operate a central portfolio management function, providing the Minister and senior leadership with aconsolidated, factual, and decision-oriented view of progress across strategic projects.

Embedded within the Ministry and working closely with TBI advisors and government stakeholders, theManagerwill structure the project portfolio, implement robust monitoring mechanisms, strengthen governance standards, and ensure disciplined execution across complex, multi-stakeholder initiatives.

The role requires a highly execution-oriented professional with experience in demanding industrial or regulated environments, combined with the ability tooperateeffectively within institutional and political contexts.

This is a high-impact role at the intersection of strategic reform, delivery oversight, and institutional performance management.

This is a full-time consultancy contract for a period of twelve (12) months, renewable based on performance anddemonstratedresults.The position is based in Lomé, Togo

Key Responsibilities

Strategic Portfolio Management

  • Oversee and structure the Ministry’s portfolio of strategic projects, ensuring clarity ofobjectives, milestones, deliverables, and performance indicators.

  • Prioritiseand arbitrate projects based on strategic importance, constraints, risks, and implementation capacity.

  • Provideconsolidatedportfolio visibility to senior leadership to support informed decision-making.

Monitoring, Reporting, and Performance Control

  • Design and implement robust monitoring, reporting, and periodic review mechanisms across the portfolio.

  • Develop andmaintainconsolidateddashboards tracking progress, timelines, budgets, risks, and dependencies.

  • Identifycritical risks, delays, and interdependencies early, proposing mitigation measures.

  • Prepare concise, decision-oriented briefing notes and reports for the Minister and senior governance bodies.

Coordination and Governance Strengthening

  • Ensure effective coordination between ministerial departments, government agencies, implementing entities, and partners involved in strategic projects.

  • Facilitate and structure project steering committees and governance forums.

  • Contribute to strengthening governance standards, accountability mechanisms, and performance culture for public sector projects.

Institutionalisationof the Project ManagementFunction

  • Design and deploy methodologies, processes, and tools for managing complex, multi-project portfolios.

  • Supervise and coordinate resourcesmobilisedfor portfolio monitoring and performance oversight.

  • Capitaliseon lessons learned and document best practices to strengthen institutional memory and continuous improvement.

Expected Deliverables

TheManageris expected to deliver, at a minimum:

  • A structured methodological and operational framework for the Project Management Office

  • Consolidated dashboards formonitoringthe full portfolio of strategic projects.

  • Monthly and quarterly progress reports for senior leadership.

  • Risk alerts, arbitration notes, and structured decision-support documentation.

  • Documentation of best practices and lessons learned from project implementation.All information, analyses, reports, and deliverables produced within the scope of this assignment are strictly confidential and remain the exclusive property of the Ministry.

Qualifications

  • Mastersor equivalent high-level degree in project managementora relateddiscipline

  • Minimum of 10 years of professional experience leading and managing complex technological or strategic projects.

  • Proven experience delivering at least one successfullycompletedassignment in highly structured and regulated environments (e.g., aerospace, energy, critical industries, or comparable sectors).

  • Demonstrated ability to manage multiple strategic projects simultaneously, including oversight of complex budgets, schedules, and risk frameworks.

  • Proven experience coordinating multidisciplinary and multicultural teams.

  • Strong strategic reporting capabilities and experience engaging with high-level governance bodies.

  • Additionaltraining orsignificant experiencein innovation management, strategy, ororganisationaltransformation is an advantage.

  • Proficiencyin digital performance management tools, supported by relevant professional certifications.

  • Excellent command of French and English.
